It's actually already set up to be localized easily.
Find whichever campaign to want to localize in the filesystem. You're looking for a path that looks like Data/StreamingAssets/ContentPacks/<campaign name> (e.g. HongKong, hk_coda, dead_man_switch, and I forget the names of the Dragonfall ones). Open the project.cpack file within it in the editor.
Then, from the Tools menu, choose Extract Content Pack Localization. This will generate a Strings.pot file in resources/locale/ within the campaign directory you can edit with Poedit (https://poedit.net/). Open the program, choose create a new translation, and select your Strings.pot file.
When you're done translation in Poedit, save the .mo file it generates and copy it into <campaign dir>/data/loc/ru (for Russian). The campaign should now play translated.
No need to bother with the editor at all except for the original content.

Welcome! The best place to find information on making UGC is the wiki. There are some good tutorials and articles in there.
The videos in the tutorials were made by Harebrained Schemes a few years ago. The editor has changed a bit since then, so things won't look exactly the same, but it should still be close. Some of the stuff will look different depending on whether you're using the Shadowrun Returns, Dragonfall, or Hong Kong version of the editor.
If you run into problems or have questions, the best place I've found to get help and advice is the Shadowrun forum. It's a little quiet, but there are some good, experienced creators in there.

I see, the spread-out community seems to be the biggest problem? Either way, I found a reasonably active forum over at shadowrun.com and a decent walkthrough as well.
I mostly had questions about good builds and secrets in the campaign, I mostly found what I wanted to know by looking around a bit. Still, a comprehensive wiki would be great. But I suppose I am somewhat spoiled by the likes of Terraria or Skyrim :)
The safest bet would be to create content aimed at the live version 1.1.2. If you create content in the Beta 1.2.0, it should be able to run in version 1.1.2 unless you are using content or triggers added in the Beta. To see more information about the Beta see this thread.
No matter what you do it would be a good idea to state what version you are aiming for.
Watch Draganfall first, its so much better (IMHO). You should also play Dragonfall before DMS. If you buy through the Humble store (DMS/main game, Dragonfall) you should get the game for less than 12 GBP (and besides the DRM-free version you also get the Steam key), if my conversion is right.
If you buy in the Humble Store, you get the Steam key as well as the DRM-free Linux version (and it's priced at, IIRC, ~50-70 % of what Steam charges). Not sure you get either with GoG.

I downloaded this wonderful game from the store "ACMarket", in its latest version and without modifications. ACMarket is the best current alternative to Play Store and you can also download modified versions of the games from there, if you prefer. It's very safe, I've been downloading things from there for years, I scan everything using the "VirusTotal" page and I've never found infected files. All you have to do is go to the official website (https://acmarket.net) and download the APK of the application, then install it, open it and put the name of the game in the search engine to start the download. I hope that at some point the Shadowrun series games will be available again in the Play Store, so that we can continue to have updates and help developers, buying the official versions of this great saga.

BTW this documentation link at the old shadowrun.com forums has been dead a while, do you happen to have a copy of the vanished official guide to all this? I really need that reference eventually.

I came across this UGC in the making on the Shadowrun forums, sounds interesting / ambitious
Harebrained Schemes doesn't have their own forum for the games, but they have some on the Shadowrun Universe site, which covers the HBS games, the P&P games and SR Chronicles. Here's a link to the SRR "Tech-corner" forums where you can make a thread about your bug.
I also heard they're active over on the games Steam discussion page here, so you could make a new topic there if you'd rather.
I would imagine that the Fog Spell has the same mechanics as the Smoke Bomb. See here http://www.shadowrun.com/forums/discussion/33117/anyone-tested-and-confirmed-how-smoke-grenades-work/p1 for a discussion on it. Still it is unclear if you shoot from or into the edge of the fog/smoke what happens. Bad documentation I'd say.
As I understand it from what I've read around, sneaking was a feature they never got through implementing. Still, it is bizzare that they should leave all those items in the game. Thought they would've removed them for the Director's Cut. Maybe they still have some use and they left them there for the use of modders and custom campaigns. But why would they be available in shop? Don't know really.
The wiki that /u/Nettleberry linked has lots of great info. If you have specific questions, the folks at the modding forum are very helpful.
From my own experience creating mods, the major things that you can't do are:
Add new 3D character models
Modify existing 3D character models
Add new 3D models for weapons
Create new animations
Add custom sound effects or music
So, with weapons, for example, it's possible to create a new weapon that has new stats, but you have to pick one of the existing models to show on-screen.
Some of the existing information on the editor is outdated, since HBS has released an updated version to support their upcoming Berlin/Dragonfall expansion.
From my own experience, creating a branching plot is very doable in the editor, but a nonlinear or open world mod is extremely difficult. A few people have pulled it off for their mods, but the underlying engine really isn't designed for it and it tends to cause a lot of bugs.
