So mods are not public domain, in many countries you can't even put your work in public domain (it only happens this ~70 years after death). You have full right to claim copyright for your mod, even Mojang can't use it without your permission, which, for example, they got for piston mod, but IIRC not for Optifine (I may be wrong here).
I think that a lot more impact on Sengir's modding reputation has his work on Buildcraft and Forestry, not his unwillingness to give permission to use Forestry in one Modpack (if they asked first, there wouldn't be so much drama, currently it is a matter of principles). Too many words were said between Sengir and KakerMix for Forestry to be included in this modpack.
However currently most, if not all, mods used in Technic/Tekkit qualify in one of three categories: open source (Forge, BC), permission granted (IC2), or author will let them use his mod for now (RC).

Yeah. We definitely need more pictures of the entire process. I'm not familiar with solar panel factories in general, so I'd need a lot more info. I'm really interested in this.

I rigged up a quite basic system as a trial for my server if that helps! I put up a world download PM if you need anymore help and I'm sure I could offer more help, if you need it.
If you want to import your old world into the new client, that has a slim chance of working. Your main problem is a mismatch of block IDs. If you're really, really dedicated to getting this world up and running you'll need to use MCEdit to change all the block IDs to more current ones, or eliminate the problematic blocks and items.
As well, world generation will be screwed up so you'll have a funny looking border between your old world and the new one.
Come to think of it, the old tekkit didn't even use the anvil file format to save worlds, right? You may have to select portions of your old map to copy and paste into a new one.
Good luck, it will be a lot of work if you go that route.
Hmm, I believe I had a friend with a similar problem. Try completely removing java and reinstalling (probably won't work, if you already did so please state). Also, try using this launcher: http://multimc.org/, it worked for my friend, this is just to see if it works for you too (which means you may have the same problem and could try the same solution, said solution takes a while however so might as well check first). Finally, what java are you using, as in 32 bit or 64 bit?
Are you using Java edition? I'm playing on Java edition with my xbox one controller at the moment!
I've been told that the Windows version of Minecraft has native support for controllers, but this is a moot point for Tekkit. To get my controller working I downloaded JoyToKey ( https://joytokey.net/en/ ) which let me map my controller buttons to keyboard and mouse functions.

It is literally just a program that allows you to set the B button to be ESC, A button to be SPACE etc. You don't need to mess about with mods! I think it needs you to be connected using a cable, but I'm not too sure.

The one issue I found is that the key binding is rather strict, in the sense that they are persistent whether you are in a menu or ingame. Hence, I've found myself having to use the triggers are mouse buttons in menus, which is a bit clunky, but it gets easier the more you play, promise!

Port forwarding is the way to go. You host the server on one of your machine and then you go to your router settings. In one of the menus you should be able to route connections from outside your home to your machine. To do that, just tell your router to forward connections to port 25565 to the hosting machine (with the ip adress). Then... you'll have to share your home IP address with your friends. OOOOORRR (it's a tiny bit safer) use a service like https://freedns.afraid.org to "hide" your IP address with a domain name
