If your phone is not Mate 10 and you don't want to switch to it, you can consider a screen mirroring and controlling program - ApowerMirror, Android 5.0 and later mobile are supported.
I had a similar issue with cellphone capturing to show students how to use PhyPhox. I downloaded scrcpy (on Windows). When I connect my phone via USB and run the program, it creates a window similar to any other program. I can control my phone from the computer (mouse or touchscreen) and from the phone equally well.
I found a program that looks similar called ApowerMirror. It looks like it simply displays your device's screen in a window. The website has a trial version with a watermark and some other limitations, or a VIP version. No idea on cost, but it might be worth looking into.
As far as I'm concerned, ApowerMirror is a good screen recoder for iOS and Android. You just need to connect your phone to PC, and then you can click on the red button on the right side of the app to record gameplay or any other activities you do on your phone screen. Hope it will help.
What tablet are you using? Maybe it already has a built-in screen mirroring feature. But if it doesn't have, you can try and check out ApowerMirror. It's the app I usually use for screen mirroring.
I can think this can be done using an HDMI cable. But if you want to go wireless, you can use third-party mirroring applications like ApowerMirror. I tried it before. Just need to enter the PIN code displayed on your TV to mirror.
Have you tried using a mirroring app like ApowerMirror? I think it can mirror Note10+ to Vizio TV. You can take a look at it. I think it's free for screen mirroring but you need to get a premium account to unlock the other features.

You said you tried BlueStacks, right? Well, that's probably the best Android emulator out there, so you're gonna have to explain what exactly your problem was. How beefy is your PC? Because from my experience, emulating Android takes a lot of processing power.
You said you don't have an Android phone, so I'm assuming you have an iPhone. If that's the case, get ApowerMirror. After doing some research, this appears to the closest thing to Samsung Dex for iOS right now. It's free, but the ability to adjust the window size is locked behind a paywall.
As far as built-in sharing goes, Windows 10's wireless screen-sharing protocol is the open source Miracast, while Apple's is their proprietary AirPlay. Windows cannot use AirPlay.

I don't believe that's on their roadmap. Workaround would be to stream it from your phone to your pc (using software like this https://www.apowersoft.com/phone-mirror ) and then just use Bigscreen like usual.

ApowerMirror works very well.
You can mirror your phone to your PC via wifi or usb.
Wifi works great with minimal additional latency compared to the phone screen itself, but connecting via usb has been fantastic and the PC image moves pretty much 1:1 with the phone.
Sometimes using a USB cable is really slow. I prefer to mirror my iPhone to PC via Wifi. My friend once recommended me ApowerMirror. I think it's good and maybe it is also suitable for you.
Hmm... That's odd. I rarely use this app (PC program that works like Apple TV that connects iDevices via airdrop). I suggest it because it works pretty well and you can record your screen. Hope this helps!
