If you are not aware, http://gnaural.sourceforge.net/ is a good program for making your own. It's a bit clunky but has good function.
You should know we can't hear below 20Hz. The two tones can be anything above that then, for a 4Hz beat, it could be 60+64Hz, or 600+604Hz, it's just really what sounds right for you, it doesn't matter because both will produce the 4Hz binaural tone.
Fish oil is a nice and natural antidepressant and mood stabilizer, I'm both bipolar and high functioning autistic and use it and meditation instead of the masses of poisonous sedatives many recommend. It causes the body to produce more serotonin, you could easily be deficient after tripping, just google "fish oil serotonin" or something for more info, there are loads of peer reviewed studies around. I take around 9 grams a day to keep my mood swings under control.

If you'd like to know what being an experienced meditator feels like there are shotcuts like Binaural Beats. Here's a free cross platform binaural beat generator. Some people have success with this, some don't. I think those that don't aren't doing it the right way, you have to treat it as a mindfullness exercise i.e. lie down flat on your back, close your eyes, focussed listening, keep your attention on the sound, if you find your attention drifting gently cast it back to the sound without getting cranky at yourself.
I've had early childhood CPTSD amongst other things, every single damn muscle in my body was tense and shaking for about 34 years, even while taking muscle relaxants. After two weeks of 4 and 7 Hz binaral beats a physiotherapist said "that's a new arm" while doing a deep tissue massage- all my muscles just came loose. I suggested this to other PTSD sufferers and found it wonderful as well. Not scientific method I know, but hey it worked for me, its non-addictive, non-toxic, etc, etc.
Do this and you can drastically alter your state of consciousness, maybe that's a good thing, but you may find out a few things about personality and brain wirings that you may not be ready for. Its a tool that can let you explore the states of mind explored by the saints, much like psychedelics.
They help me with meditation quite a bit, and relaxing to fall asleep. That's pretty much it. They definitely don't control hormones. Learn more about them; the Gnaural website has a really nice FAQ for understanding the basics of what binaural beats are, how they work, and what you might find them helpful with. Plus Gnaural is a free program you can download and use to create your own custom binaural beats, lay them under music or whatever else you like, etc. It's fun to play with.
I live in the city too. I use headphones and binaural beats to calm me down and block out distractions. I use sbagen but I hear i-doser is good too. Sbagen has a way you can mix the binaural signal with another audio source. I use the river sounds and the drop program.
Gnaural is another one I've tried, but I didn't like the presets.
I-doser is best if you want something easy to use on your phone.

It has worked for me before. Download This, I found it rather easy to use, although buggy, but perhaps it has gotten better since I last used it. There are some good youtube tutorials that can run you through it. The technique I used is to have it start at mid-range beta and slowly descend into alpha. I also added occasional peaks of beta to see if it might trigger awareness. You can also use it for other purposes such as concentration (mid- to high-range beta with bursts of gamma) or meditation (also alpha).
There is an app for iOS called Brain Wave, by Banzai Labs, that has a bunch of different programs (including one for LDs!), and also has some nice features like background noises to add, and independent volume control. It also has custom sounds to play after the program has run through. Good for use on the go, obviously.
If you go into it skeptically, you'll probably experience minimal results. But it really does work if you try it with an open mind. (Even if it's placebo, who cares?...)
Interesting problem you have. I would suggest binaural therapy. You can use it to module your brainwaves to certain frequencies like delta and dream less. Most of people use it to dream more, but should work for you if you use delta waves. Here is a link to some place where you can get tapes:

you can also look it up at wikipedia in Brainwave entrainment. Basically if you use it to increase your non-rem cycles you will rest more during sleep.
A couple of things that may help rather than questions: I'm finding a high dose of fish oil i.e. about 9 grams a day calms down the mood swings without trashing the creativity and without giving me Normal Personality Disorder, there's lots of peer reviewed stuff google can bring you about it too.
Another thing I'm doing is brainwave entrainment, if you start looking into what freaky musicians are saying you'll find how well they play is largely to do with the state of mind they are in when they do it. Its why so many musos like their weed too. 7.83Hz is on the boundary between theta and alpha brainwaves, its a calm, relaxed, and creative state of mind with much more access to the subconscious than normal waking beta waves.
Firstly if she's an artist or musician you need to understand that if you push her to take the meds you'll trash the art or music. If she isn't using the "unusual creativity" and other stuff meds are likely smart.
Something she could try is a high dose of fish oil, just google "fish oil bipolar disorder", "fish oil mood stabilizer", "fish oil serotonin", etc.
Meditation is a smart thing to be doing, binaural beats offer guided meditation, http://gnaural.sourceforge.net is a good free program. I suggest make a map with a beat frequency somewhere around 8-10 Hz.
Multivitamins and exercise are smart things to be doing too.

Let them play with Gnaural and other 'pink sounds', they helped me through a Summer of sensitivity to bird noise.
Quite frankly I'm not sure on the dominant frequencies sorry. When I created it I was experimenting with the sounds I like next time I will make note of the frequencies. I was kind of going off with the sound of binary Beats from the Monroe Institute. I actually listen to the chaotic one every night. It will allow you to program an evolution of the rate of the beats. In this way you could, for example, start a session with the beats set to a Beta brainwave rate (16 - 30 Hz, usual waking state) and slowly lead the listener down to a concentrated Alpha rate (7.5 - 12.5 Hz) when creating profound suggestions or visualisations, before bringing them back up to a waking state.

Indeed it's fairly easy to produce binaural beats using sound editing software such as Audacity, and some sound editors will even generate them for you. There are also several commercial as well as freeware programs available that will produce s customised binaural beat output, further simplifying the process and allowing for fine tuning of transitions. Youtube and soundcloud will also have plenty of premade tracks for anyone to explore.

Effectiveness not guaranteed. Reports seem to indicate that binaural beats can only supplement other OBE induction methods; they cannot induce such experiences on their own. It's entirely possible that they act as a placebo, in which case getting the exact ones that Monroe experimented with would be unnecessary.
Quitting smoking after a single session IS pretty unlikely, maybe ask your friend if it was one session with take home CD. Getting off the cigs with hypnosis took me a few weeks going into trance every day, and I've tried and failed with cold turkey, gum, and patches.
You may find binaural beats useful, I've had CPTSD (nastiest anxiety disorder of them all), doing the default map in this free program caused all my muscles to come loose after a couple of weeks, to the point my physiotherapist said "that's a new arm" while doing a deep tissue massage.

run a sequence that modulates white or pink noise. this goes through different 5-9 Hz through your brain wave frequencies. I find its even better than using straight white noise
I gather the bhuddists are the real masters of it, and shrinks pinched one of their main tricks, mindfullness exercises. There's more to it than that however, particularly if you've been through the wars of life like I have, you have to sort out the personality issues from the past that cause the thoughts. You also have to become conscious of consciouness, you have to manifest the mind- once you become conscious of consciouness you can pick and choose your thoughts, and make the ones you don't want just vanish.
I've found binaural beats very handy when treated as a mindfullness exercise, and here is a list of reported effects from different brainwave frequencies. Learning to control your breathing helps too. If you find yourself thinking you have to cast your attention back to the sound of the beats.
You can also just tell yourself "ssssshhhhh" internally, or tell your mind to shut the fuck up (with a humorous and generally being nice to yourself about it attitude).
For the drugs weed is one of the most helpful, but you have to use it properly and be mindful about what it does to your consciousness and body. If you want to go down the drug path be careful, they can really fuck lives up if used with a normal western attitude. Treat them as sacrements and part of rituals rather than a part of normal life and you're unlikely to have addiction problems.

I'm bipolar and high functioning autistic, I've also had early childhood complex post traumatic stress (car accident and woke up during one of the operations) and teenage non-violent borderline personality disorder (thanks mom). I got over the bpd and cptsd on my own, didn't know I had them, though it took me 30 years.
How I made it through without suicide was by throwing all my mania, drive, creativity, trauma, depression, etc into music, guitar, and computer programming.
Bipolar and BPD are mood disorders, you're asking about mood. Have you tried a good high dose of fish oil? If you google "fish oil mood stabilizer" and "fish oil serotonin" you'll find something than can probably stabilize your moods and mellow you out, without the nasty side effects of psyche meds.
Meditation is something you should probably learn too, I do it for about an hour every day, and I use http://gnaural.sourceforge.net to guide the meditations. You might want to do some googling about brainwave entrainment and binaural beats.
Of course if you find yourself getting violent or thinking about harming anyone you need a shrink, and if this stuff doesn't do anything for you you need one too.
Something like that, however with me it was more that I was listening very intently and turned my entire world into a musical one. Definitely a focus and state of mind thing. The "every note I've ever heard" thing actually comes from the hypnosis I've been doing, the idea is if you can make yourself believe that then mistakes won't matter, music will become joyful and full of laughter rather than criticism. Musicians are supposed to be entertainers...
I've actually had one of the freakiest living classical composers for a teacher, one of the last of those great romantic virtuoso composer/pianists, but unfortunately he's even more of a genetic freak than me, and he just picked everything up having no idea what he was doing, knows nothing about psychology, and so can't explain very well. He also used to boast he'd sold his soul to the devil for the "supernatural abilities" in his younger days.
I know no one can reach "the zone" all the time, but there are tricks you can use such as brainwave entrainment. Try setting your brainwaves to 7.83 Hz before you play.

There's some stuff you can do that doesn't involve meds and shrinks and stuff, it may work for you, it may not. It works for me and I have bipolar disorder, I'm high functioning autistic, and have had complex PTSD and non violent BPD.
Take a big dose of fish oil, like about 9-12 grams a day. It will likely calm you down, make you mellow and happy, stop you from getting depressed, and stabilize your moods. Just google "fish oil serotonin", also try "antidepressant" and "mood stabilizer" instead of "serotonin". Its the big doses that'll help.
Learn to meditate. Plenty of tutorials online, but here's a free program that can give you a guided meditation. You need headphones. Do the default map it opens with, let yourself drift off to the sound, keeping your attention gently focused on the sound. Its a mindfullness exercise that's likely to greatly relieve stress and anxiety.
If these don't do the trick go see a shrink, but find one you like. Also if you get violent or suicidal go see a shrink right away
