The first hit was for AndroIRC which was updated last month. Looks like HoloIRC hasn't been worked on since last August. Updates aren't always the best indicator of an app's quality, but definitely something to consider.
Besides, I'm not sure how good IRC on a phone will be. It might be way too busy.

If you don't want a dedicated browser tab for the webchat, there are plenty of free/cheap IRC Clients out there: Byrd, a stand-alone chrome extension. There are also mobile apps: Mutter, is free for iOS. AndroIRC is free for Android. Palaver and Colloquy are good not-free iOS apps too.

The web client seems to be down, but you can connect with an IRC client (such as HexChat on a computer or AndroIRC for android, iOS has some apps but they're paid).

Perhaps it's not compatible with your device and so the Play store is hiding it.

IRC or Internet Relay Chat is an age old chat protocol which is completely anonymous like reddit. In this protocol, there are several servers containing several channels. "Freenode" is one of the most popular servers, and /r/india has its own channel which is "##rindia".
To join, you can do either the following :
From any client (apart from Freenode), you have to select server as Freenode (if not provided, use server : irc.freenode.net, port 6667) and then use channel as ##rindia. choose a nickname and start chatting!
