The first hit was for AndroIRC which was updated last month. Looks like HoloIRC hasn't been worked on since last August. Updates aren't always the best indicator of an app's quality, but definitely something to consider.
Besides, I'm not sure how good IRC on a phone will be. It might be way too busy.

The web client seems to be down, but you can connect with an IRC client (such as HexChat on a computer or AndroIRC for android, iOS has some apps but they're paid).

Perhaps it's not compatible with your device and so the Play store is hiding it.
