The following two automation apps have a free version that can do what you want.
AutomateIt can give you similar results for those that want a less complex userface. There is a setting that allows it to detect when and where to connect to a WiFi.

Trigger = fitbit app opening
Action = Enable bluetooth
Trigger = fitbit closing
Trigger = disable bluetooth.
I have exactly that set up with my in car music app, when the app opens, bluetooth comes on and auto connects to the car. But I have power disconnect set to disable bluetooth after a 5 minute delay, in case I just unplug it for what ever reason and then plug it back in again.
This app can do exactly what you want without root. I use it for all kinds of stuff. It's free, has ads every now n then but it doesn't affect performance.

Also if your schedule is the same every day you can schedule to turn airplane mode on and off automatically. I use an app called automateit for that stuff.
I have an automated text I send out at every arrival (unless I see someone standing on the curb when I pull up, which is LOL like one out of a hundred rides). Free android app AutomateIT handles this, I have a shortcut on my android home screen - one for LyftArrival and one for UberArrival. It says my name, my car type and color, and reinforces that I'm at their map pin exactly, which saves me a lot of trouble - because they'll usually see that text, then re-check their pin, and send another text saying "oh btw I'm actually across town" and I can cancel right away instead of wasting 5min for no cancel fee (thanks, Dallas.)
AutomateIt works really well for me. I used some Google Rewards points to get the pro version. It's just a different interface than Tasker, perhaps simpler.

Turn on wifi when app launches, turn off wifi when app closes.
Same thing for location.
Wifi connected to X network, start app "utorrent"
No root necessary, and no code necessary (tasker is damn difficult for those of us who aren't robots)
And Android users whom find Tasker overly complicated, should try AutomateIt.

As an average user, I tried Automate and within 30 seconds of using the app found it overwhelmingly confusing. Searching the app store for similar apps yielded automateit which is very similar and accomplishes the tasks I had in mind. While I'm sure there are a lot of users who can code/script what ever it's called, for those who are like myself, a nice user interface is appreciated.

Yes, Automate can probably do all of it, if not use the Tasker plug-ins. If someone already learned Tasker they probably have no reason to switch, but i'am puzzled by the “HUGE difference” statement. Maybe i've made Automate look too simple, or have somnodoc mix-up Automate with AutomateIt.

Great!, right? Not exactly--the option they refer to doesn't exist on my Oreo (8.0.0) device. I checked where they said it should be (Settings | System), plus everywhere else I thought likely, but to no avail. ��
The article led me to an app, AutomateIt, which can power on/off a device--but it requires root.

You might want to spend some time perusing the Play store for scheduling apps, automation apps, task schedulers, and the like.
What phone do you have, and what's its Android version? Is it rooted?
ETA: I just found this app, which lets you use the volume button for power. It may be worth a try!

Then you might be better off looking at simpler apps like AutomateIt. There are others as well.

Several apps can help you with that project. Tasker is probably one of the better choices, but Automateit might be more user friendly.
With automateit, you can set an action based off the cell tower to which you connect. I use it to turn wifi off while I'm at work, as work's wifi is slower than my phone's data service. For me, I have a rule that says, 'when connected to cell 1xx, turn off wifi'. You'd do the same, but disable wifi calling.
