This is the one I use. It gives you the option to make it do whatever you want it to do when you hit the button pretty much. I have mine set to turn on/off the flashlight. It only works if you enable Bixby first because it starts then stops Bixby then does whatever you have it set to do so, there is a slight delay to be fair.
You could pseudo remap it. I legit just searched how to remap Bixby and an app is available for it. It still does a little of the animation but I have some sorta control over MY button.

Remapper for bixby follow the directions and from the drop down menu choose toggle do not disturb and pick what apps u want to not go through
That way u just hit the bixby button n itll turn or turn on notifs
Edit: to use the Bixby button with bixby again just uninstall the app or have the program launch the app itself
Most people will probably recommend bxActions, but that one actually stops working on my device after a day or two. This one is a lot more stable for me and is still pretty snappy:

It's been working a charm for me for a couple months now. Hope it does for you as well if you ever decide to try it out. Doesn't require a root or anything. Just a permission or two I believe.

And it still works because it doesn't disable bixby itself, it just watches for bixby to open then it does whatever action you have set up

I'm using Bixby Button Remapper with no issues on my S9+

This app might help in simply disabling the Bixby button. Samsung has engaged in anti-consumer and anti-competitive practices with the force use of the Bixby button.

I haven't been able to root the Tmobile branded galaxy s8 plus due to the fact that the OME UNLOCK feature in Developer Options is missing. It is my understanding that this feature is required to be turned on, in order to unlock the bootloader on the device. I have noticed that during a reboot into the Android menu, that there is an option to 'Load to Bootloader' which I have yet to attempt. Suffice it to say, the instructions you will find online for rooting a galaxy s8 plus will not work [with Odin]. I called Tmobile, they blame Samsung. Tmobile transferred my call to Samsung. Samsung blames Tmobile.
I am able to remap my Bixby button and even disable it using an app called 'Bixby Button Remapper' by Phascinate. I was able to both disable the button completely and also remap it to toggle my flashlight (which is damn convenient!). Imagine if you bought a car and the dealership welded the doors shut and removed the door's windows before you took delivery and said you could just climb through the openings to get in and out. What about when you park your car and the security of your belongings inside? There would be outrage on a Congressional level.
This is no different. You cannot run a proper firewall on the device without ROOT - you're vulnerable. You cannot access areas which you own on your device - you're not getting what you paid for. You cannot modify and reclaim space which Facebook's app occupies on YOUR device - your're locked out. You cannot modify the HOSTS file on your device - you are wide open to all advertisers and their known underhanded tracking tactics.
Why?

i tested turning on each service and it seemed to ignore the key mapping until I turned on Bixby Home (com.samsung.android.app.spage)

So you're just using this one? It doesn't work when I shortpress the Bixby button while my phone is unlocked or locked.
Weird, it works on mine. Let me go check which exact app I have.
Edit: yup, it's called Bixby Button Remapper. You disable the swipe left from homescreen in your samsung settings and then use this app to capture the button press. It doesn't actually capture the button press, it just knows when Bixby opens and it closes it.
You used to be able to remap the button, but Samsung locked that down, so now you have to use the "alt+f4" method.
Quick Note, I only have the Samsung S8+ but it should work on the Note 8...
About the bixby button. This isn't a perfect solution I know but there is an app that makes it so when you (accidently?) press it, it kills Bixby then does something else instead (including simply killing Bixby), For example, I have it so it brings up google assistant.
As I said, Not perfect as you see Bixby for like half a second, but it's probably the only solution we're going to get because it seems like Samsung is hardcore pushing it.

Although, I get a flash of bixby before the mapped app opens, have not switched to the "No Delay" mode.
