Nope. Android removed the ability to sync facebook contacts. HTC had it natively, but that went away too. You could use something like Contacts Plus to sync your facebook contacts.

I use a program called contacts+ for the picture syncing. Seems pretty good, it's free, and the devs were fairly responsive when I had a question in the past
On my mobile I have several gmail acts. Plus a yahoo and Xiaomi as it's own MIND account. Potentially 5 different contact lists.

If you want to access your contacts independent of your Google account, look into a different contacts app, such as Contacts +.
You didn't mention which contacts app you're using now, but using an independent one will likely allow for a more localized experience.
Alternatively, you could try turning off Contacts syncing in Settings -> Accounts -> Google and see if that keeps them all local.
The only real answer lies in apps.
Some contacts/dialer/sms apps has built in spam caller id database to blacklist them. It will not notify you when you receive spam and option to auto delete them.
Contacts+ for android for example has such features and I'm sure there are plenty more.
Some even have keyword detection so you can tell it to auto ignore and delete all messages containing the words casino,gambling,etc...

Unlike messaging spams which is run by bots, call centers are very much like us. They too have a master blacklist. It's for people who they deemed a "an obvious waste of time".
You want to be in this list.
When they call you, just say "please hold on" or nothing at all, and put them on hold indefinitely. Do this to all cold callers. After a few weeks, they will get it.

I would backup the contacts to google contacts (login to gmail on your phone and sync contacts)
To get pics for contacts, you can use Contacts + to sync pics from the contact's facebook or google+
I use contacts+. It also syncs to google+ if the user has a profile pic there. App has a few other features, but I usually skip them.
I don't ever see it listed on posts like this, but I'm a big fan. It's an integrate contacts, dialer, and texting application. That means only one shortcut for all three functions.
It's attractive and functions well. Check it out.
Android has had Contacts+ that replicates that functionality. It has been around since before WP7.5, and maybe before WP7.
Microsoft needs to allow third-party access to the local contacts and calendars. Currently apps have to deal with Microsoft Account shenanigans to get access to those, and it isn't local and requires a connection.
I used one called Contacts+ that includes a dialer, SMS client, and contacts. However, I switched back to the default ones and that's what I'm using currently. You could try asking this question over at /r/androidapps too.
I'm not sure if there is a native way of doing it but I believe this app helps you keep your contact photos up to date with FB.

You have a point about SIM contacts :).
Pretty much any contact manager out there can do this for you. But most of them have their own take on contact management. They will do what you ask for and a lot more. What kind of phone do you have? This seems to be a known issue with some HTC phones based on this thread.
Do you use Google Contacts as your contacts solution? If so, your contacts are safe in the cloud and most apps will pull down from it, so modifying the app data won't hurt your contacts. You can try using Contacts+ or True Contacts if you want to try a new app.
If you'd asked a week ago, I'd have said Contacts +. About a year ago they teased an SMS backup service, but you had to wait in line. After nearly a year of "waiting," they rolled out the feature... but it's going to cost $20 a year or $2 a month. Meanwhile, SMS Backup+ has been doing it for free for a few years now. (And no root required. My wife refuses to root, and wants to keep her texts with her sister forever and ever, so I put this on her phone.) It backs up to Gmail, so you get an SMS label in Gmail (and you can read them all, I believe, though I've never tried).
I'm not opposed to paying, but I am opposed to paying over and over again. I mean, I get it, they're putting up their own servers, but $2 a month or $20 a year is a fucking joke... and it's an introductory rate of 60% off. So what's that? $50 a year and $10 a month? Fuck That. Especially when they could use Dropbox, Gmail, or Google Drive. Or OneDrive since it offers the most for free and nobody fucking uses it anyway, and like the others, it has an API so you don't need the app to use it (e.g. ES File Explorer and others can access all your clouds).
For messaging I'm now using Google Messenger... It's alright. I was using Textra, but they started charging, and I took another look at Messenger and decided it was good enough for me, especially since they added pop-up messages with reply. My wife decided to keep Textra, and pay for premium. I like Textra. Nothing against them. But Google's app is good enough, so, meh.
Looking into dialers but not seeing anything I like. HTC stock is alright. It's not great, but it's not bad, or even decent. I'd say it's "good."

Try using a different contacts app. I suggest Contacts+.
If your only problem is the contacts sync, maybe you can try alternative contacts apps such as Contacts+ to bypass the Huawei software.

One solution is to use a different app for text messages. I find Contacts+ to be perfect.
