This worked for me. I installed it. When I opened a PDF in Gmail, it asked me how I would like to open it. Select "Google PDF Viewer" and select always use this application for PDF. Now it opens the PDF without downloading the PDF. At least I assume so. My files/downloads folder is empty at least.
Just tested in Chrome and that didn't work. Not sure why it works in Gmail, but not with Chrome. Chrome won't allow me to use Google PDF viewer
Hey /u/BarmGek . My recommendation would to be to view the PDFs using the Google PDF Viewer .
If you don't have the Google Play store installed yet, you can do so without rooting your device by following these instructions .

@misterlem thank you very much for your help...I was going crazy.. It didn't cross my mind that google pdf viewer can be removed.. Besides I have already both applications installed on my current device. I have shared them to a new device, using the olay store share link not thorough apk extraction, and they are installed successfully using the play store directly. You could try:
The pdf readers on Android : Adobe Reader, Moon+reader, Xodo, google PDF reader (This one is slow for sliding but could run graphic-heavy/drm protected books like lonely planets alright)
Use Calibre to convert your pdf to new pdf or other formats (epub) and upload it into google play books/drive.

I would try either Google PDF Viewer or Foxit PDF Reader. If they have the same problem it could be either the PDF downloads were partially interrupted and maybe missing something/corrupt/degraded.
If you download those same PDFs on a computer, and they work just fine, transfer those new copies to your phone via a USB connection and try using the apps again.

Interestingly enough this app above is shown as not installed yet my phone can still use it to open it.
Considering it only came out in 2014 It should be getting updates till 2016 at the very least (Android N).

install some other pdf viewer it might offer you to switch apps

You should be able to use Chrome browser to open PDF's. There is also a Google PDF Viewer App.

If installing that doesn't change anything, go into Settings --> Applications and clear the defaults.
