There is a Google Sheets app for Android which syncs with the web version. There's also an Excel app, but I don't know what kind of syncing features it offers.

It's not broken, it's a limitation of Google Sheets that they don't work very well on mobile browsers, and if you'd read literally the first text box on the front page of it you could know that you should use the google sheets app (or this one if you are on an iphone) to view it.

Google Sheets already has an app. I won't say that it's easy to use on mobile, but it is possible, particularly if you just need to look up something about your character. For character building, definitely recommend using a computer or tablet.
The first 9 rows are already frozen. If you open the sheet in a browser, it may not show them as being frozen.
But, open it in the Google Sheets app and it will show them as frozen.

I assume you meant to align the columns centered horizontally? I changed some of them to be centered and left some as is (left justified). Thanks for the suggestion!
no idea, I do know there is a Google Spreadsheet app which lets you view spreadsheets you've viewed and made. so worth a shot, I use it to edit the sheet sometimes.
I have Google Sheets installed and both MiXplorer and X-plore File Manager will open all my *.xlsx files using Sheets without a problem.
