Install Notification History.
It starts recording your notifications after you install it, and the second you see this error message again, pull up NH and you can see what app is triggering it.
Looking online there's not much information about this and it doesn't seem to happen to anyone here at the office so I'm a little in the dark. If it's working but it pops up what I might suggest first is just to make sure the software is up to date on the phone so if there was any patch for something like this it could be applied.
If you do try that and you still notice it coming up it might be an app that's causing so you could look into a history app to help pinpoint where it is coming from.

I'm using this to store notifications. It lets you browse through them by app.
You'll still see the notifications come in, but if you swipe it away and need to get back to it, you can always look it up here.

Which should help you pinpoint which app is creating the toast.
Set up a notification logger to find what app it is. I use this one.
(It's also useful to read unsent messages when you already received them because the notification logger will still have a copy of the message. 😉)
This app will show you your notification history including the popup ones, so if you install it you can just open it once it happens again to see which app did it.

(not sure why everyone is recommending "focus"-apps to filter out (mute) notifications - i assume you meant "logging" of notifications, like a history, right?)
To me it seems like an app is trying to do something in the background.
I would recommend that you install Notification History (or a similar app) from the Play Store and turn on the option to monitor app toasts (a toast is a message that shows up for a moment like the one you're seeing).
After the message has been displayed you can view the history to see which app generated it.

On a side note, it seems like it was hit with a recent influx of 1-star reviews because some blogs and youtubers said you can use that app to view deleted messages on whatsapp, and then whatsapp's team corrected for that.

I found some apps on the Play Store such as Notification History and Notification Saver that will at least show me the exact time a notification was received, if anyone else isn't happy with this change too.
Unfortunately the way timestamps work in Nougat remains unchanged with this method but this is a nice workaround for now. Hopefully Google reconsiders this change. Thanks again

Well googling it gave the same solution that you said used to work. I wonder if the widget would show back up if you changed your launcher? Maybe it's something built into specific ones, or google launchers.
An alternative might be to get an app that can track your notification history for you, like this (just the first one that showed up for me): Notification History.
Notification History did successfully capture the toast when i tested it (not rooted, 7.0 N6P). You just need to allow the accessibility service.
This review does indicate there might be issue with an activity, but for a quick install/uninstall, I don't see an issue with it.
Is this helpful to you? You can use it to get all your notifications and it is built in to Android. There are other apps like Notification History that can track notifications as well by specific apps. As for Tasker / IFTTT, they can probably do the trick, but I am not as familiar with them
Hey man, same problem. Boop sound, no notifications (not even in notification history), only happens when it's idle. I can't find anything on this issue, so I will make another thread.
Try Notification History, see if it captures whatever is popping it.
It looks like a toast notification, which isn't normally pressable, so I'm a little confused, but I've seen stranger bugs in my life. There used to be an app on the Play Store called Toaster that would record and tell you what app sent it. It looks like it's been pulled from there, but you could try getting a version from his GitHub page. There's an app called Notification History that might also be able to show you what's putting it up.
