Would be even better if it automatically backed up and restored using your Google account. I don't understand why more devs don't do this. Take Notification Toggle for eg, I've been using this for a few years now across different devices and ROMs and it automagically restores my settings each time - I never have to open the app to do that.

Yeah, that screenshot OP posted was blinding on its own - I shudder to think how blinding the actual device itself will be. I might just end up avoiding the stock toggles by using the Notification Toggle app.
For the first one iirc Notification Toggles will let you do that (not sure if it was Notification Toggles or Power Toggles, I just went with whatever was updated most recently). I haven't tried it on Marshmallow but I used to use it for the same you want to pre-MM.
People have already mentioned things like Relay, Tasker, Nova, etc. so I'll add Notification Toggles. It's invaluable to me and I've been using it for years. I thought I would stop using it when they introduced Quick Settings in KitKat, but nope, it still proved useful for shortcuts I can access right from the lock screen.
And I use it even more now since the cuntbags took away lockscreen widgets in Lollipop.
I upgraded to the Moto X 2014, but when I had the 2013, I used Notification Toggle. Not only can you add a quick flashlight toggle into your notification shade, it also has toggles for things like bluetooth, wifi, location, screen rotation lock, screen timeout, and even custom app shortcuts.

Also check out fdroid and blokada. That's the best part of using Android. I can bypass Google's locks.
And browsers like Kiwi/Vivaldi
And of course call screening on the Pixels and Google Voice are the killer apps for me
There's another app I've been experimenting with: Notification Toggle
It lets you choose custom persistent notifications for almost anything, and you can even set them to be invisible on the top bar (which also makes them invisible for the "always on" display).

First of all, this looks like it can be done using an external app like Notification Toggle. Second of all, your phone might come with an option to add such a feature natively. Though to answer that I'll need to know which phone do you have and what Android version is it running?

I hated it at first and was cursing myself for selling my 2 XL before I saw a 4 XL. After a day of struggling, I finally figured it out and I love it. My only issue is that I like notification toggle and it is tough to use it with face unlock because it is so fast. It even works with my sunglasses. It doesn't seem to work with one eye closed, for me anyway. I wish it worked that way.
I also had an issue with the voice typing but it seemed to fix itself after a day.
Adds a quick bar so you can turn on/off just about anything from one swipe down. I have wifi, sound, bluetooth, mobile data, and flashlight set for easy access. The sound menu that comes up is broken down by media, ringtone, alarms, and notifications plus it has toggles for silent/sound/vibrate.

I used to use this on My S3 when Verizon had the annoying message when I would turn off my data.
Notification Toggle. I just got Lollipop for my S4 and some genius thought it would be great to remove sound toggles from the menu that you get from long pressing power button. With notification toggle you can get it straight on the lock screen, along with alarm, flashlight and camera.

I use an app called notification toggle, you can quickly change the screen timeout from the notifications. Depending on the circumstance you need your screen timeout to be different, been using this app for years now.

It's strange. I have the same issue as you, but whenever I try and search for a solution, all I get is people asking how to stop notifications from coming through their bluetooth, which is the exact opposite problem.
It seems there's no standard for how this works, and the only solution is a 3rd party app. I can't recommend any particular one, as I just live with the issue, but searching Google for <em>android notification control bluetooth</em> leads directly to this app.
There are others, and I know there's one that gets recommended here whenever this comes up. Try searching the sub. Or the play store.
The thing is, I know it's possible as this app can modify the setting. Just need to find the right command.
