I've used Phonto for adding text, other images and such and it's done the job just fine, with plenty of fonts and customisation to choose from.

But you would have to add the border before. You could do that with apps like Artflow (create a workspace that's slightly larger, add the photo, save) or apps that allow you to add frames that are large enough to add text. I think the Autodesk Pixlr app had a lot of frames so it might be worth a try https://play.google.com/store/apps/details?id=com.pixlr.express

It allows you to install your own fonts too.

I realliy like Phonto, but it is just for text. It has a lot of options tho.
