Sometimes the Push Notification Service gets disconnected for some reason. You can install an app to keep the Push Notification Service active:
Once installed, set both heartbeat intervals to the lowest setting, apply and restart.
The syncing most likely occurs via Google Play Services, since it handles push notifications. Pretty sure that app is explicitly configured so that it can't be optimized, however.
Sometimes this sort of thing can be caused by your router (I'm assuming a WiFi connection at home), if it tears down "unused" connections too quickly. You could try Push Notification Fixer, in order to rule this out.
EDIT: Apparently some mobile carriers can trigger this problem as well, due to being overly aggressive with connection teardown. So it might be worth trying the app even if your issue isn't restricted to WiFi.

I've had this problem with various phones. If you're rooted I recommend 'push notification fixer' ( https://play.google.com/store/apps/details?id=com.andqlimax.pushfixer.noroot ) to refresh the heart beat interval of play services / firebase.
If not...you can try to dive into the settings menu and turn off battery optimizations for both the phone app as well as Google voice. Also, ensure that Google voice is on your call redirect app (try searching settings for 'default apps).

Yep same here, I am really disappointed with my new Mi9T, getting telegram and messaging to work was like pulling teeth, my podcast player refused to advance without disabling battery optimisations and my email refuses to send ANY notifications at all after a reboot without the app being opened and closed first.
Having all my messaging/email apps locked open constatly in the background is a bullshit workaround but between that and PNF NoRoot it comes through eventually (my 4 year old phone still receives email notifications almost instantly).

It sounds like your device includes Google Play Services and you want Signal to use them, but for some reason the app didn't recognize them when you installed it? Based on this support page, you could try the following:
Regarding the persistent "background connection enabled" notification: Normally when you install Signal, the app checks if the device includes Google Play Services. If it does, the app will try to register with Google's push notification service (FCM) so that it can receive an empty wakeup notification whenever there are new messages waiting to be fetched from the Signal service and your device isn’t connected to it. The app would then fetch the messages, decrypt them, and generate a new notification locally.
If you install Signal and it can't detect Google Play Services, it will automatically fall back on a WebSocket connection. This allows you to still be notified about incoming messages without having to open the app. However, the app needs to run a foreground service in order to keep the WebSocket connection alive in the most battery friendly way. Unfortunately, Android forces apps to show a notification if they want to run a foreground service. This notification can be hidden using a third-party tool such as NotifyClean Xposed module. IIRC, some newer versions of Android may also let you hide the notification, but it might come back if you reboot your phone.

I have same problem.. Some are repeated several days behind old alerts.. Like Download Manager, SMS etc. So not really a delay issue, but more of repeated old alerts, that too only some, not all get repeated. I get them on AOD.

I don't have a 5x, just ordered, but I had this same problem on my OPX. I found an app called PNF (push notification fixer) on the Play Store, and now I use the root version - things work perfectly, and you can test it with another non-root app called Push Notification Tester. This was all I found that could fix my push problems.

Push Notification Fixer helped me solve this issue. I changed each setting to 3 minutes and it works perfectly now.
I had this problem too. Idk what causes the problem but make sure you don't have an app disabled that you need. Check your app setting and make sure its all correct for getting push I know inbox I think you can set it to come at certain times. I went through a phone for this issue alone but the new one had the same issue. All my apps were bad. I think from software updates and other new phones (factory restores) app updates. The phone I have now finally doesn't have a delay. Only one app does and I'm thinking it's just a shitty app that is behind on updates
Edit- for me I would get a delay. Somtimes I would get all the notifications at once for my Snapchat/email. Even a delay which varied like usually 30 min or An hour it was just random. If I did turn my WiFi on it would sync them. But then even that didn't fix the problem leaving it on. Check your sync settings to see of there is a conflict for an account you have
Just chiming in that I'm having the same problems.
Sometimes trying to skip to the next track or pause using my Pebble will take 30 seconds.
As for delayed messages, that happened on my previous phone too, and it's not any better now. Outlook and Hangouts are the biggest offenders.

I've heard of this issue occurring randomly before. As others have said first try every permutation of settings inside the master AutoRemote settings.
From what I've experienced, whether any device or computer is on the home wifi and the other is on the 4G or other connection, eventually AutoRemote finds it way to the device intended.
ALSO - Check into and try installing this app called PNF No Root (or PNF Root if you're rooted). Read the description. I have it installed. Not sure if it does anything or not, but I just know for all push type notifications they all make it through.

There's various posts around how Google Cloud Messaging (now Firebase) notifications can sometimes be delayed by up to 15-30 minutes in some cases. I experienced this myself. Its due to the TCP connection being dropped. This app solves the issue and doesn't take up much battery life at all. Its fairly well documented if you look around how it works - its literally two lines of code that force a connection to google's servers to be re-established... a heartbeat type ping, sent every ten minutes.

I've never had this problem since I make sure I go through all my settings as soon as I get my device but it could also be some carrier/unlocked version problem I don't know about.
Here are some options that might fix your problem.
Make sure your Developer options is on.
Go to settings > search for "optimize battery usage" > All > uncheck apps you want to keep running.
Settings > connections > wifi > 3 dots on top right > advanced > make sure everything there is off/unmarked.
Settings > connections > data usage > make sure data saver is off.
Settings > search for "secure lock settings" > make sure Lock network and security is turn on.
Settings > search "Lock screen" > notification > make sure its on and set notifications to show "alert and silent notifications"
Settings > search for "Wi-fi scan throttling" make sure its off.
