Though, I'm using a GS4, idk how it works on the other devices, but they're almost all snapdragons then I guess it's similar
the armoa installer lets you set a lower voltage for the lowest clock speed 300Mhz. /u/Jeave, at 300Mhz, the cpu is still awake, when it goes into "deep sleep" it does not have an effective voltage.
To address the OP, TricksterMod should do what you want for free. Personally I use KControl
If not try something like "Trickster MOD" - You can back up the stock kernel settings and have settings you change not take effect till a minute or two after a reboot so if you mess something up you can get in and disable it.
I wasn't aware that the Verizon phone caused problems for installing ROMs.
I use either;
Trickster

or
Fauxclock

Been knocking myself out diagnosing this. Thanks for the fix! Here's my contribution....
Instead of setting to Performance governor, I had Trickster Mod (https://play.google.com/store/apps/details?id=com.bigeyes0x0.trickstermod) installed already. The MP-Decision option was turned on (under the Specific menu item). I turned it off and have been glitch free while still being able to use the Interactive (Balanced) governor.
As a side note, I also have Multicore Power Saving set to 0.
Ah, I remember Pimp My ROM. I used it back when I had a Galaxy S2 from Sprint (Epic 4G Touch).
Pimp My ROM was the best, all-in-one app for customization. It was replaced by Xposed modules.
In order to root, you'll need a custom recovery, which would also allow you to flash the xposed framework (installation on Lollipop/Marshmallow require you to flash the xposed framework zip in recovery to install).
Once you have xposed installed, you can install many modules (GravityBox [LP, MM] is great for most visual/operational tweaks, and Performance Profile in combination with Trickster's Kernel Settings app should be all you need for performance tweaks).
This is what you are looking for! This is the KitKat version of the SkyDragon ROM and kernel for the T-Mobile G3. Any Lollipop AOSP or Stock ROM that I have tried (I have tried almost all for the Verizon G3) have been very laggy and buggy. That is why I gave the KitKat version of the SkyDragon ROM. I have been using the Verizon version of the ROM and it is not buggy or laggy. The T-Mobile version of the ROM has not been laggy from what I have been told. Enjoy!
Governor: OnDemandPlus Scheduler: FIOPS Read Ahead: 2048 TCP Congestion Control: Westwood Frequency Lock ON: Max 2342400 Min: 422400 Ignore everything else in the app!
This Rom should give you KitKat version 10r fully debloated with the best kernel for the smoothest experience and best battery life.

Upgrade your OS to 4.4.4 before doing this; Use ElementalX kernel and Trickster MOD Kernel Settings (I can't remember but you might have to donate to unlock the sound settings) and also install Viper4Android for better sound quality.
some roms have kernel setting controls built in, but if not give Trickster a try

This was the best one feature wise a while ago. You can search for them with "kernel settings" keyword from Play Store.
Is Trickster Mod still popular? that all i ever used on my rooted devices in the past https://play.google.com/store/apps/details?id=com.bigeyes0x0.trickstermod
I just use Trickster MOD and manually punch in the PA Halfbreed and call it a day.
I've been using Trickster Mod since a couple of years without problems.
There are plenty of kernel tweaking apps but the most common is Trickster Mod.
