Verizon actually already uses a modified version of RCS for the "Verizon Messages" app they preinstall and make the default on every Android phone they sell. Hopefully they'll support the universal version of RCS that Google is promoting but I'm not holding my breath.

RCS can do all the things that you're talking about. It works over wifi and you can use it on multiple devices even though it's tied to your phone number. Read the Verizon messages app features. The Verizon messages app supports texting over WiFi. Since you're on Verizon, I would think it works but cannot confirm since mine is not unlocked.

it says it can receive texts messages to your Verizon number via WiFi across multiple devices. I haven't tried it so I can't say for sure. That wouldn't forward the texts to a GV number, but it would allow you to receive texts to your Verizon number over WiFi.
Are you sure its not Verizon Messages I use the same app on mine. Its pretty cool you can text from your tablets, computer or phone on android.
What carrier do you have? Different carriers have different degrees of support for it. For example I know verizon supports it, but only if you use their own app: link.
I've been using it for about a year and its pretty good. Not as pretty as apps like textra but its functionally all there.
You can forward calls, but not texts. If you make calls they will come from your Google Fi number.
As for the texts, Verizon has an app called Verizon Messages. You can send & receive texts from your Verizon number over Wi-Fi. It may also do that over Google Fi data, but I've never tested that. It doesn't forward texts, it is a duplicate. If you receive a text, it will show on your Verizon phone and in the Verizon Messages app. I used the app while overseas. If you can use the web for personal use, then use Verizon Messages for texting and you'll be able to send/receive texts online and they will sync with your phone.
You should be able to reply to messages using the Android Messages app. That said, I had no problem when I used the stock LG V20 SMS app, "Messaging." For calls, I think Verizon has a call forwarding feature... Doesn't it? I know that for T-Mobile and even most of its MVNOs you can set your phone to forward all calls to any number you choose. Doing it that way does it at the carrier level, so it'd work even if your Verizon SIM isn't in a phone at all. I'd check your Verizon account settings, or call them to ask about it.
Texts are a bit more complicated, but doesn't Verizon have a Messages app? I don't know how it works exactly but I think you're able to text from it using your Verizon number from any device, at least according to the app description.

You do NOT have to use this on your phone to use this on your tablet. However, messages sent from your tablet will not appear on your phone unless you do.
Fair enough, I would like to point out I have never had this issue. It's been a stable experience for me, find more bugs in hangouts actually. On a separate note the main bug in hangouts that has been plaguing me is for some reason when using mms/group messages it would lag up the phone heavily especially if many were coming it at a time, this app has absolutely no issues with group messages and mms.

I know some devices from verizon come with a Verizon messaging program Such as, https://play.google.com/store/apps/details?id=com.verizon.messaging.vzmsgs&hl=en make sure you are not using that app, will not work with tmobile service. best app to use would be the default application that comes with the phone.
Double check your phone to make sure its not the default application. Settings>More Networks>Default Messaging App
What service provider do you have because Verizon has all of your messages saved in their messenger app. Idk about the other companies but a search could find out.

This is completely dependent on your service provider.
For example, Verizon has this service called Integrated Messaging with their Verizon Messages app which syncs all your messages up to 90 days on their servers (similar to GVoice) which allows you to send SMS/MMS using a variety of devices. However, to activate the service on your devices, it requires your phone as it sends a verification text, so you'd be SOL until you find a spare phone to set up the service on a tablet.
I'm only familiar with Verizon Messages, but I've read that AT&T has a similar service.

Being able to change the default messaging app causes a bunch of headaches on Android (threads would get discontinuous, missed messages, etc) and these issues actually hit Apple/iMessage often as well even when they own the platform but allow multiple clients (messages out of order, missing messages after switching clients, etc). Combine this with every carrier and OEM wanting to implement their own solutions (ie Verizon Messages has 50M+ installs) makes this hard for Google to push their own app. Also, if they push too hard, they risk getting slapped with antitrust fines due to the marketshare they control.
They actually have a unique feature with Allo, that leveraged their deep system integrations so that you don't actually need the app installed on both sides to chat on Android, and used an SMS relay system for iOS users (so that neither party gets charged for messaging through SMS), but people either didn't know about or like those features. The app preview messaging was probably the most they could do for the Android ecosystem without forcing their app on everyone and hitting resistance from carriers/OEMs/regulatory bodies.
One last thing, iMessage is really only popular in the US, where SMS is prevalent. In other areas, IM apps like WhatsApp and Line are already entrenched. They're giving up on Allo against the entrenched IM apps but working on improving the baseline messaging platform in the US (SMS) by bringing RCS.
