Afaik, there's an android limitation that restricts volume adjustment between foreground & background apps. But try iinstalling this https://play.google.com/store/apps/details?id=netroken.android.persistfree as it might solve your issue.
This app lets you control ring and notification volumes separately. You'll either need to pay for it or watch some ads to get credits for a few of the functions.
I used it for a long time and it works. Now, since I'm using Calyx without any of the Google connections, I have to view a few ads here and there to keep it working the way I want.

"...but suddenly jumps back down to the level it is actually at." ^ This means, you have some volume or sound lock app enabled which always arrests the volume to e predefined level. You will need to disable that. I use an app called Volume Control that lets you control them separately. I think there are multiple apps with that name. I don't know how good most of them are and whether they do that particular trick. But I use this one and it works:

Volume Control can lock specified volume levels, including the phone ringer. Accidental muting attempts won't make a difference. She'd have to go into the app to unlock and deliberately mute.
I use an app called Volume Control. There's a paid version that's pretty similar but supports the dev. I just have it change the notifications on and off vibrate only and it works like a charm! Every now and again it slips up but it works very well.
DND settings are great but they only silence. I would love if they added a vibrate only option to DND, until then I'll use this ��

Volume Control allows one to lock specific types of ringtones, including alarm. When locked, pressing volume buttons won't change anything.
I have both time based and adaptive (calendar event and location triggers). The corresponding tasks are just commands to set the ringer, media, vibrate, etc settings to whatever value. You can also use Volume Control plugins to do the same stuff but in a much easier way, although you have to pay for advanced triggers like location.
Trying out a whole multitude of apps, finally found one that works on my z3. Going to try it out for a few days.

I can set the media volume mor granualy to a very low volume pretty not hearable (7%) and the cast volume is not affected. I can also after adjust the volume whith te tv's remote.
If you never, ever want to hear notifications, set the sound to NONE in the settings. If you'd like to turn it off sometimes and have it on others, use this app to control the volume of each sound individually:

Instead of using only vibrate, why not set all phone volumes to zero except for notifications? Volume Control can do that.
I know it's not an answer from Google, but there is a volume control app that can do this. Separate ring and notification volume sliders are part of the paid subscription ($5.99 per year). I would rather just pay a one time fee, but it does the job for now.

Edit: Don't bother trying this app. This app dosent fulfill your requirement. Unfortunately it's not possible to have a background app and a foreground app with different volumes, this is an Android limitation.
I know 3 ways you can do that. 1st, have Google assistant on you phone and then you can ask it with words to increase, decrease or set to a specific % of volume.
2nd and easier, just go to Play store and download some app what does volume control. I tried this and it does what you need.
3rd and the most easier, just go to Settings and then click Sounds&Vibration. Here you can adjust volume without buttons.

Lately, I have been using an app called Volume Control to do this. It doesn't add it to the volume panel, but you can add a widget to your desktop to control many different volumes separately.

Still requires you to bring up the notification shade (or to your home screen, in the case of the widgets) but dragging the vol slider on your screen might be easier than tapping those physical keys. Or, a little bit different approach: Tasker allows you to assign actions to vol key long presses. So you can, for example, assign long press vol up to a high volume "quick" setting, say 75%, and assign long press vol down to low volume, say 25%. So whenever you want to quickly change media vol to 25%, you just long press Vol Down.
Further reading: I also use bxactions, and although it's obviously for galaxy phones with the bixby button, i have heard that it works on other phones to remap the vol keys as well, but you need to research into this yourself if that's true or not. For me, I've got all my single tap, double tap, long press, and double-tap-long-press all set to different functions (max vol, high vol, mute media vol, silence/vibrate mode, etc.)

I've never used it but the idea would be to add buttons onto your home screen that would allow you to enter a discreet, preset ringer condition by pressing a single button.

It's not Oxygen Updater. I used it and I have no problem at all. Check to make sure the volume for a call is up. Use use Tasker to set volumes for me. If you don't have Tasker. I haven't tried this one but it appears to give a lot of granular control over volumes. Some of the reviews complain about seeing ads every time you change a setting so that might get a little tiresome.
Well if it's just a time based rule, it's pretty simple to do still. Also the fact that most standalone ones are clunky. That being said, there is this, which is more about volume presets, but you might find it useful.

I don't use its widgets. Instead I have it put info in the notification area and I trigger volume changes from there.
Unfortunately not.. I stuck with the idea that I broke the connection between the button and the board because to open the phone you stupidly have to apply a pretty good amount of force against them. If you really want it to be fixed you may need to weld it yourself or get a professional to. That was just my and the shops guess though.
Since then I installed this app . I use the widget to control my volume on the home screen notification drop down.

I use Volume Control to manage volume settings between Ringtone volume and Notification volume. For the most part it works, but it resets on reboot.
I have the same issue. eventually I just installed a volume control app that forcibly split them. Right now I use Volume Control, but I've been thinking about getting a different one. There're plenty others, though.

I've been using Volume Control for some time with good results. You can enable the persistent notification that allows quickly selecting the presets. Allows scheduling as well so you can set presets to activate at set times automatically. Allows controlling the various volume types as you mentioned as well.

The star means that you are in Priority mode. Changing to All or None will make it "go away". It sounds like you just need to learn how Lollipop notifications work:
