Google Play Music syncing drove me nuts and this was the best solution I could find.
I think you need to use NavExplorer to send the songs to your watch and the other app to play them.
I personally use Wear Media, I have not had much luck with any other music app for WearOS.

I use Wear Media to listen to music directly from the watch to bluetooth headphones.
It's a lot simpler than google play, which I could never manage to get working properly - there were too many convoluted steps.
Check out WearMedia (https://play.google.com/store/apps/details?id=qubin.de.wearmedia&hl=en), but I'm with /u/Protonus that it will kill the battery quickly. But if you want two devices instead of three, it's worth a shot before you buy a cheap MP3 player.
Very good Review, About bug 4 maybe it could work with spotify, can you try with just the Spotify app installed and see what happens, also try with the WearMedia app.

There is a plain mp3 player though I think. I don't recall whether the watch exposes MTP when you connect it to a PC, but you can at any rate use adb push
to push a file or and entire folder to the internal /sdcard
All you need to have for that is adb and the adb drivers installed.

It shows free storage on device and you can copy your music and pictures if you want to use that. It is really annoying that so many features are missing from Wear OS and we need to use 3rd party apps for them.
There is an app called Music Player for Wear that lets you play MP3s you put on the watch's storage. Used this on a river tubing trip with a BT speaker it works great, so I figure it would be good for working out too.

Use the phone companion app to move files to the watch.
Note: you swipe left when it opens on the watch if you want to access file browser.
Otherwise you could use ADB to push the files to the watch, but then you need a computer.
On android wear, I use "WearMedia". I have to manually copy the files to the watch, but once copied I can play them on the watch itself or on paired headphones.

If the phone app announces to the OS that it's a media app, to allow system-wide media controls, you'll get the controls on the watch. Short of a rooted watch or phone solution, you'll have to use an app on the phone that doesn't use media controls. Wear media does the trick.
Like I said, Wear Media Player is folder aware. And it also has a good sync tool, so there's no need for transfer by cable.

Simply export (not sure if that's possible with bought stuff from Play Music tho since I don't use it) all your tracks and upload it onto the watch itself with the above mentioned app, then you can use it completely standalone without needing a phone.
