This should meet most of your requirements. You can set signal strength for disconnecting and have android ignore the network for a brief period if there is limited/no throughput

I haven't tried it, but it has a decent rating. May be worth a shot.
From my experience, if an Android phone is connected to a network and you move closer to another saved network, it won't switch over automatically unless you have just about moved out of range of the first network. And I'm referring to completely different networks with different SSIDs.
If both access points are saved as separate networks on your phone (where it shows two networks with the same name), you can use an app called Wifi Prioritizer which will automatically connect you to the stronger access point once your connection strength falls to a certain percentage. You may have to mess with it for awhile but it worked for me.
However I don't think this will work if you have both access points saved as one connection unless you can manually make a separate saved connection for each.

I've been using this app to auto-select between my AP's for years.
There's several options for connecting:
/data/misc/wi-fi/wpa_supplicant.conf
with any text editor, or with vi
from adb shell "su -"
, and increase the priority value for your home wifi.Disconnecting should happen automatically, when you go outside the range of your home wifi.
Can you go to Android WiFi settings and "forget" the weaker WiFi? That way it wouldn't auto-connect to it.

I know there are (third party) Android app Wifi Prioritizer https://play.google.com/store/apps/details?id=org.za.flash.wifiprioritizer&hl=nl that can do this for Android (maybe it's build into Android nowadays). So why shouldn't Apple be able to build this into iOS10?

I haven't used it for long, but WiFi Prioritizer did the job for me.
I don't personally use one. But I've read that this one works exactly how you need it too.

I'm not sure how one would do it with Tasker. I use WiFi Prioritizer.
