You get three strikes with Cox on this matter. After three strikes, they drop you.
If Cox is your only "viable" ISP available, find other legal ways to stream your media.
If you have other options for high speed internet and are hell-bent on stealing your media then just try harder to cover your butt and be prepared to lose Cox as your ISP. Not saying you will, but at least have a plan in place just in case.
My advice, just go the legal route. It's not worth the headache, hassle, etc. I used to download movies like crazy and had a huge Plex server set up. I got tired of the hassle and headaches of making sure everything flew "under the radar."
You could also look into buying a router with a built in VPN setup. I think ExpressVPN sells them.

I have and recommend the Asus RT-AX86U. It works great for gigabit connections.
If any of you having issues have a DVR with Cox I would recommend installing a MOCA POE Outdoor Filter outside in the box where the inlet line comes from the street. I had this issue and on my modem status page it showed a bunch of uncorrectables for each downstream. If you go to 192.168.100.1 check your modem status page and check to see if you have a bunch of uncorrectables for each downstream channel. I had to keep power cycling them and my cable modem periodically to get things working and it was very annoying. Just putting it out there to see if this helps :)
As a matter of fact, I had a very similar problem, and not only twitter and facebook were working slowly for me, but also a few other sites. I know nothing about PIA, but I have NordVPN, so after chatting with their support I started using only obfuscated or newer servers in general as it seems that my ISP was throttling me, and this helped my connections a lot. Can't think of anything else, hope this helps.

Not as if Tor is much more secure anyways as the feds are running most of those nodes and exit nodes to gather large amounts network data.
Cox has a datacap of 1TB/month in my area, however for $45 they let you finally free to use the data how it's meant to be used, without the fake datacap governor they put on their bandwidth just to make extra money.

Always use your own personal router when you can instead of their spyblocks,
Use custom/private/anonymized DNS servers as well if you can.
Also, not all VPN companies are built the same, do your research.

ProtonVPN is what I use. Hopefully the free version is enough, I would rather have unlimited bandwidth than more servers.
How many ports do you need? If you don't need more then 5 check out this dumb switch. Another option would be to upgrade to the Technicolor CGM4331, which has 4 ports and one is 2.5Gbps.
Considering the speed plan you're getting, and assuming you're okay with a used modem (the one I found is $12, you can hardly complain for that), and you don't plan on upgrading your speeds in the near future, you can probably do good with this (modem) and this (router), and be set for less than $50.
Buy the cheapest modem you can get your hands on since you're basically on the slowest tier you don't need anything more than a surfboard with DOCSIS 3.0
You can get a newer one with DOCSIS 3.1 to future proof yourself but it'll cost a bit more

Are you only using this for one device or using it for multiple devices? Because of your only using it for one device then the modem would be it. But if you're hooking multiple devices to it, then you'll need a modem/ combo. For example, I'm running a Netgear nighthawk modem and then I'm running a nighthawk router. Use a tool like <code>mtr</code> (or WinMTR) to identify where the issue is. Maybe one of your devices is to blame. Otherwise, if all your devices are solid (no or very few dropped packets) but you see high packet loss from an external (Cox) IP then you have data you can share with Cox and hopefully convince them there is an issue they are responsible for.

Maybe do a little research before complaining that the maximum mbps you are getting on a single device is the literal maximum speed it can get.
This is on 5ghz WiFi from my mobile. If I ran it on my wired PC I'm sure it would be much better. I have my own modem and router. I've had bad days with Gigablast but not recently.
I call bullshit. You probably used SpeedTest.net, which often provides inaccurate results.
If you want to know what your actual upload/download speeds are, use Fast.com. (Hit "show more info" to see upload/ping/jitter)
Anecdote time: I have a similar problem where every few days or so my connection will randomly drop to literally dialup speeds (50Kbps or less) and the only way to fix it is to reset both my modem and router. I can't afford to pay a tech to come out and take a look so I've just been dealing with it.
Also, I've discovered that Speedtest.net lies. It always says that I'm getting around 600Mbps (I have the Ultimate 500 plan), but files never download at more than 30MB/s (which is only 240Mbps) no matter which website/server I'm downloading from, and all other speed tests (like fast.com) report speeds of only 200-300Mbps at best.
Is this normal or do I need to spend money on a tech? I'd like to be able to at least get close to the bandwidth I'm paying for... (And don't even get me started on how shitty the upload speeds are)
I bought this modem router (hey look, it's cheaper now) and just used that instead. I had to return that streaming thing box thing they gave me, but I think I ended up spending the same per month, it's been too long for me to remember. But it was worth the investment. It performs just as well and doesn't make any noise. So that's my suggestion, just invest in your own if you can.
Xbox throttles their speeds quite a bit you'll never get anywhere close to Gigabit to Xbox servers. You don't need Gigabit for just console gaming anyway, the faster speeds only really help downloading stuff but Microsoft limits that anyway. Same deal with Sony's PSN they limits each user download speeds too. I have 300Mbps but I never really saw anything higher than about ~150-180Mbps on Xbox downloading games. But I can get ~330Mbps just fine downloading from Steam.
Try a speed test website like speedtest.net or fast.com
Based on what you have said, the issue is with either your hard drive, your Ethernet cable, or the Ethernet controller, or some other software-based issue (Windows issue or driver issue).
Try hard-wiring to another device and see if you get better speeds.
If you have a 5-GHz wireless device like a newer smartphone, you should also see higher than 200 mbps. For example, on my OnePlus 6 phone from 2018, i get about 300 Mbps on Wi-Fi. (Make sure you use fast.com or speedtest.net as all other speed tests seem to be unreliable from my experience)

I asked if I could receive updates on the status of things and the tech support rep told me they would send me them via email but it's been over 24 hours and I haven't received a single email.
Today I captured these logs with mtr which confirms that there is massive packet loss mostly on external nodes.
I'm going to call back in the morning if it's not any better but this is unreasonable, especially since I'm on Cox Business contract.

Riot games is in LA but that IP is Chicago time zone. I only looked at it briefly. The cox server he points out as throttling is also in Chicago which is the higher ping result of traveling across country. Not all the IP tracers are accurate.
A better method when Geo isn’t accurate is to do a global ping test. https://tools.keycdn.com/ping You can see the Riot server pings 17ms from New York and 50+ from California. It’s clearly an east coast and Cox routing to it is perfectly good.
Run a Ping Plotter, show them the graph. If you can run it out to a period of 24-48 hours, they might be able to see when it happens and then track down WHY it happens.
Ping the patch server or server of the game that you play on, and you can trace the path it goes.
I remember a story a tech was telling me where someone's home appliance wasn't grounded properly and was throwing massive ingress into the the line causing the packet loss and everyone's modem's to reboot. They finally tracked it down at like 3AM when some dude was using this really old TV that for whatever reason was giving off massive EMI.

But yeah if you can track down when it happens, because obviously the tech can't be there 24/7, you might have a better shot. The nice thing about Ping Plotter, besides it being FREE, is that it shows where in the hop it happens whether it happens at the drop or if it happens further down the line at maybe a T3 network.

The G36 has a 2.5Gbps Ethernet port whereas the Nighthawk is relying on LAG/LACP (combining two 1Gbps ports) to exceed 1Gbps wire speed. Ideally with the WiFi 6 standard offering sustained speeds higher than 1Gbps you're going to want a wireline port that can also exceed 1Gbps too IMO.
Download WiFi Analyzer to check for interference from neighbors. The 2.4GHz spectrum is way more crowded than 5GHz, so if you live next to people you're going to have issues. You can use the app to determine if that's the case; if you see more than one or two networks sharing a channel with yours, go into the router settings, switch it to a less congested one (w and the problem will go away.
Alternatively, you can also disable 2.4GHz and use just 5GHz if that is a possibility for your needs. The range isn't as good but it's faster and better in every other way. So if your home is less than 2000 sqft then 5GHz is the way to go. Even if you live in a large home, you can always invest into mesh WiFi. Really the only reason to use 2.4GHz is if you're either extremely poor like me and can't afford to upgrade to mesh, or you're still using legacy devices that don't support 5GHz.
Not that kind of VPN, silly. Like most VPNs that are marketed to average Joe, ExpressVPN is designed for privacy, not gaming, so you will have to put up with even more lag if you connect to it to game on.
You'll need a VPN meant for gaming, and the best way to get one is to create your own (or like /u/AHrubik said, buy your one if you don't know what you're doing).
Also, FWIW, ExpressVPN is shit if you care about privacy. Use Mullvad instead. But again, these are VPNs meant for privacy, not gaming, so they won't help you achieve a lower ping.

Do not buy this modem. This modem is running on a flawed Puma chipset and is plagued by continued disconnects. 8 of 10 times it recovers after 30-60 seconds, the other 2 you will have to bounce the modem. I did quite a bit of troubleshooting, first thinking this was my wifi router, then going after my ISP. but the issues turned to be due to this faulty modem. I'm unfortunately now outside of the return window, so I'm stuck with a $100 paper weight, as I'm buying a different modem to replace it. Why is this still being sold is beyond me. "
Ok to those commenting about Arris and Netgear modems. I went out of my way to research gigabit capable modems, the DOCSIS 3.1 modems that COX supports for "Gigablast", of which there were 3, Arris, Motorola, and Netgear.
A Consistent thread in the Amazon reviews concerning the Arris and Netgear modems was constant issues that I didn't see the Motorola have, and I noticed the Arris and Netgear both had the same common processor while the Motorola had a different processor.
I purchased the Motorola Modem, and haven't had any connection issues that I can't trace directly to the modem, any connection issues I've seen stem from my own personal router, an ASUS RT-AC3200 that needed to be rebooted sporadically.
I periodically run an speedtest.net speed test and no issues related to the modem at all.
Maybe once in a while I reset the modem's connection but otherwise no issues.

have you tried VPN? Today I got 120-200 ping in Valorant with 50%+ packet loss so I was basically stuck in one place unable to even swap weapons. But I tried using ExpressVPN and on one of the servers I managed to get 30 ping + very little teleportation from packet loss.

I do a lot of gaming (league and overwatch). I also work from home and this modem has been treating me well. Granted if you have a power outage, you’ll need to factory reset the modem again (from my experience).

I remain connected to the WiFi through the VPN, but Chrome on the laptop throws up a “No internet connection” error and YouTube on the iPhone refuses to load. ProtonVPN says it’s still connected, and my WiFi connection remains intact, as I said.
Ok well I'm actually using "Private Internet Access" and I STILL get the slow speeds. So what does that say? It's something on my side?
