There's two classes. One for character generation (Need2KnowCharacter) and the other for creating the PDF (Need2KnowPDF). I kept logic and presentation divided to make it easier to add another character sheet or get the character data from another source.
The background is a full page png image, but it gets cached by ReportLab so a hundred page PDF stays ~10mb.
One tip that helped me a lot was opening the blank character sheet in Inkscape and setting the default unit to Points (1/72"). Then you can view the XY values wherever you move the pointer.
The code still needs cleaned up and a proper README added, sorry.
At Playing With Madness podcast we work hard to have a variety of tones on our podcast. You may be able to use a lightweight webpage creator like google sites, but I don't have too much experience with it.
If you're playing online, can also recommend padlet.com. You can use it as a classic conspiracy corkboard. Basically no storage limit (25MB per upload), and can even share audio/video that the players can view through their browser.

There are non-standard polyhedral dice available—D3, D5, D7, D16, D24, D30, and more (e.g. Koplow’s set)—though the simplest option is to use a virtual online random number generator like this one). The potential problem with 1D12+2 or 2D8 or 1D6+1D8 is the bell curve.
I’d simply go with 1D12, especially if the new timeline wasn’t obviously a dystopian one.

First of all have you seen Twin Peaks: The Return? I'd highly recommend it, especially for Delta Green. It gets a lot more into the supernatural, and you could take some of it as reference for the Dreamlands and supernatural characters.

I think Delta Green is an amazing tool for telling fiction. I write and make create comic books, but our Delta Green actual play is probably the most effective tool for telling a narrative I've run into yet.

Cubicle 7 published an RPG and a whole series of supplements, but sadly, when it lost the CoC license with Chaosium, they let them all go out of print (along with the excellent World War Cthulhu series). You can still find copies on Amazon, for varying prices - I recommend the still-affordable God Game Black for DG compatibility.
