Ok so here’s my theory on how to do it. A significant contributor to why Google’s algorithm favours one search result over another, is user behaviour on Google. According to Moz who’s been studying this for years, User Behaviour signals play a huge part in SEO: the act of a user searching for something, scrolling down past some results, and then picking a result, will have an effect on the order those results are displayed to the next user.
So if enough people search for some variant of “Ken griffin lied”, then scroll past all this garbage to an actual good result, click on it, and don’t go back to click on anything else, it should result in different content moving to the top. Just an idea.
This won’t work for websites on shared hosting.
I’d test this before assuming it will work.
Shared hosting is more common for low end/low traffic sites but it’s entirely plausible for a larger website to have multiple services running on the same IP, in which case knowing the IP alone wouldn’t be enough.
You could also find this information without the use of a terminal.

so, just a few thoughts because i like the idea.
the first is that there's already something similar used in scba masks (for firefighting, or similar.). this is basically a repeater system, and they're fairly bulky and sound like poop, but they work. don't know how useful they'd be, but it might be something worth a look at.
secondly, it might be easier to bluetooth to a phone that they can read, instead. this would provide a few things- one, the phone can handle the speech-to-text (or perhaps more likely, handle going out to something like amazon alexa, siri, or, my favorite, Mycroft.) and they all already have built in displays- and as far as a display on a mask goes, they're heavy, rigid and you'd have to figure out some way breathing around it. (take a look at the rubber filter-masks for things like particulars and such like.)
finally, your competing against pen and paper/ tapping it out on a phone. if it's not as simple and faster than that it's won't go very far.
one thought would be to set up a Pycroft (raspberry pi running an instance if mycroft. this is why i use in my home, and it's pretty reliable - though mycroft does take a lot of fiddling. it already has speech recognition and all that.)
p.s. i hope your friend's surgery goes smoothly. those implants are life changing. (though, there was a kid at school who had gotten one.... apparently the first thing he heard was his dad farting.)

After some research this looks like a DNS issue but specific to my location ie not everyone on planet is impacted the same way.

That proof this is location specific. This DNS thing does not work from France - and Saxo support told me other France users where calling - but seems to work from elsewhere.
I decided to find and install a VPN - went for Swiss’ ProtonVPN - and could connect thru VPN server in Nederland.
Dig linux command then work.
And I could launch SaxoTraderGo app from my laptop.
Lessons learned: - Saxo still down but maybe that is not really them but so far only their site is broken for me - Need a VPN. All apes need a VPN just in case the world gets crazy during MOASS or other random unlucky day like this one - I will reboot my internet access but I already tried with 4G instead of wifi and the DNS is failed so that sounds to be a serious issue somewhere

Sorry, I have to disagree with saying Chinese is not so different with America. I get it. It is difficult to differentiate American issue and Chinese issues vs Human issues.
For example, peer pressure you mentioned is just human nature. Appealing to authority is also human nature.
I truly believe that the modern Chinese issue rooted from neo-Confucian but that is probably not something I can include in a comment. I recommend reading Ugly Chinese if you are interested a rough representation of bad Chinese culture. One example in the book is that "If I can't do something well, I don't want you to do it well. The "shell" is the windowing interface that you see as the desktop environment. It's the single most important factor in how fast an operating system will run on any given hardware. Ubuntu's using the Gnome shell, which is legitimately one of the most aesthetically appealing options out there, but it's also resource intensive.

A couple of things to know:
Speed of the same system will be different depending on what media they run from. In order from fastest to slowest: Installed on NVME disk, installed on SATA SSD, installed on SATA HDD, live system booted from USB3, installed on SATA HDD, live system booted from USB2, installed on IDE HDD, live system on CD/DVD.
User experience of speed on the installed system also depends more on the CPU than the age of the computer. I'm writing this on a dual-core i7 3rd gen CPU, running in a Lenovo Tiny that I got on eBay for $100. It has 16GB RAM and responds FAST. It's also about 12 years old. A $400 bargain laptop with a Celeron from two years ago will be very slow in comparison!
So, make notes on your Windows 8 laptop: what's the CPU, what's the RAM (and can it be upgraded?) and does it have an SSD? Buying a $20 120GB SSD will probably be your #1 upgrade, if it's running a rotational disk. Linux runs in under 10GB, so small cheap drives are very reasonable and functional upgrades.

Uhm... your probably not on a VPN service. NordVPN is easily the best service.
Virtual Private Networks use encryption from your computer, across otherwise public networks (AKA the internet) to enhance security. when people are talking about VPN services, what they do, is prevent you from getting doxxed through your internet traffic. I.E. Reddit can see your IP address (as well as your MAC address, if you're on wireless, and you're not setting that to random... which you can do on a per-network basis- for example, if you frequent coffee shops.)
What happens while using a VPN service is, you use turn it on, they encrypt all of your traffic, and it goes to their servers. From Reddit's perspective, your IP points to the VPN (nordnet, kaspersky's, whatever.) from the VPN back down, its encrypted. Additionally, if your on a public (or not entirely-private, lets say a coffee shop wifi, or at work- a wifi you don't control-) then all the data is encrypted and all they see is that it's going to the VPN service. (where as if you did not, they could see that the traffic is going to your broker or whatever.)
