This isn't a case of for me or for others, it's about how long it takes to complete a game on average.
Let's take some games from the "top sellers" list of Steam and see their completion times (according to howlongtobeat). I'll always take the highest noted time, meaning doing everything a game has to offer (not just main story). I'll ignore multiplayer games because there's no completing multiplayer in general.
Fallout 4: 142½ hours
Tom Clancy's Rainbow Six® Siege: 70 hours
Assassin's Creed: Syndicate: 52½ hours
Far Cry 4: 42 hours
Far Cry Primal: 31 hours
Notice a theme here? Only one of these beats the 106 hours you spent in JC3, the rest doesn't even come close. Also note that Fallout 4 has a "main + extra" time of 71 hours, which will be much closer to the time most people spend in the game. This can mean 2 things: Either most of the top selling games on Steam aren't worth the money, or your idea of how much content you should get for the price you pay is skewed.
Given that top selling actually means these games sell for the listed prices, my bet is on the second.

Day one patch is not out yet, like people love to say, it's gonna be fully out when day one arrives.
If they were working on the updates, there's a good chance everything they had up until that point was not ready to be thrown out. Heck, the earlier-than-intended release of the patch might have made it cause problems as well.
If I were a bettin' man, I'd put money on them intending that patch to be released no sooner than when press copies were sent out.

So it's just a few neat vehicles to encourage you to preorder. They're not pulling an EA and cutting out huge chunks of the game to add as DLC.
They did a similar thing with JC2, and the preorder vehicles were released as cheap DLC a few months after the release of the game.

It turns out that they actually just added a $30 DLC thing to the page before the game is even released. I didn't see it, I thought OP was just talking about the preorder bonuses. Discuss here.
Download an app called OneClickFirewall ( https://winaero.com/download.php?view.1886 ) then right click Just Cause 4 where it is located and finally click on "Block Internet Access".

Apparently http://ds4windows.com/ is what you would need for this as the game doesn't natively support a PS4 controller.
I should add, I can't verify this myself as I only have the Xbox One version of the game.
It's not like the PS4 controller wouldn't work with Just Cause 3 on the PC. As outlined by /u/CastrosBallsack already, thanks to ds4windows.com, the PS4 controller pretty much works for every PC game which supports the Xbox 360 / Xbox One controller.
However, you still see the Xbox button prompts instead of the PlayStation button prompts.
It would be nice if Avalanche could make the PC version of Just Cause 3 to either natively support the PS4 controller or add an option to switch to PlayStation button prompts.
If a modder would come up and develop a mod which would allow to replace the Xbox button prompts with PlayStation button prompts, that would be nice as well.

There's steam cloud on this game unless you disabled that like I do, I prefer to use a free tool at http://www.gamesave-manager.com/ and the sync and link utility in it to save my games on a dropbox drive.
Here's my savegame, I'm at around 16hrs of gameplay but I love to liberate the provinces, I've done some missions but not a lot.
You'll have to uncheck a couple boxes during the initial install so that you don't install other software - and the free version is a manual process of clicking each driver rather than having all download at once - but I like to run SlimDrivers every once in a while to do a double check.
It will scan most of the devices in your computer, including peripherals, and let you know if there is a driver update, along with a direct link to the driver download.

If you've been furiously restarting Steam, one last restart should do the trick now.
Remember that as with other preloads, ensure you have double the listed space available. After decryption completes, disk usage will go back down to listed levels.

Input Mapper does the exact same thing when using the default 360 controller config. I've used both, and personally prefer Input Mapper. They're both good though.

It does automatically... I just checked and sadly JC3 isn't a game compatible with Steam Cloud, meaning no save backup :(

An update was put out last night that seamed to give the cars a ton more control. https://justcause.com/en-us/blog/a-message-for-ou-players Im only on ps4 so It could be different for the other consoles, but this has drastically improved the fell of driving. The cars now handle more like rally cars. I hope the driving doesn't put you off to this spectacular game.

It can also be that his HDMI cable does not support it. Make sure you have one that is rated for 4k/60hz with 18 gigabit transfer rates and HDMI 2.0a and hdcp 2.2. The one that came in the box with the One X should cover this, but if you used an old cable because it was already hooked up to the tv it will not.

16GB may help fix the issue. Just roll back drivers to an older version. TBH, a single 8GB is cheaper, why didn't you go for that?
The Tactical Assault Commander 4 by Hori is a keyboard/mouse system for the PS4 officially licensed by Sony.
It's a bit expensive though. I don't know if others exist.
