Yes, that can be done. I used the Elite HRV to record my HRV in the morning (with H9) and it went flawlessly. Hence I think any other device that is capable to record HRV can use the H10 to do so.
H10 is normally very reliable for "most" people, it's kind of considered the gold standard (nothing wrong with Garmin's strap either though or Wahoo for that matter, most work great, Polar just has the best features and TYPICALLY most people find the strap far superior to Garmin (the actual strap itself). Having said that though, clearly your situation is not matching the "norm". Also, Garmin's Strap/sensor integrated combo often fails in 1-2 years, requiring an expensive replacement versus the Polar "strap-only" needing replacement in most cases in 2-3 years (for the H10 "Polar Pro" strap, don't get the basic "Soft Strap" if replacing yours, it doesn't last as long, has less contact, and doesn't have the grippy nubs to hold it in place better, and only saves like $5.
Don't know if it's due to being under the sports bra, that is potentially an issue though somehow (maybe it's bunching up somehow, or...really don't know, being a guy, LOL). A POSSIBLE solution to that issue though, is there is (or used to be) a company that made sports bras with the connector integrated (so you don't war the Polar strap, just snap the sensor to the bra).

One example I just found, of course, I know those are very "brand/user-specific" on comfort/fit, but just mentioning it.
You can adjust your workouts with some free extra tools and a bit of a hustle. You'll need to install tcx-converter on your computer and syncmytracks on an android mobile.
First step would be to download the .tcx file of your workout from the Polar Flow web version and open it in tcx-converter. Here you can adjust lots of details for every waypoint like the starting time and/or add new ones.
When you're finished save this as a .gpx file and transfer it to your mobile. Start syncmytracks and choose to Export from 'Files Directory' (choose the folder with your workout .gpx) and Import to 'Polar Flow'.

To me that says that the Polar recorded activity should sync back to Komoot.
You can process all kind of RR data. From activities, your own orthostatic test or a nights sleep.
Simply set it for Other indoor activity and record your in supine position for 3 minutes. Stand up and hold standing position for a few minutes and then stop the session Import the RR and choose the two sections for your own orthostatic analysis. :)
I recommend you to read up on the superb documentation and information about the application and how to parse the output.
If you really want to get into HRV analytics you can dive into rHRV and R-studio which is when it gets really fun.
No the M400 won't show HR on the home screen. As you already figured out it only shows while pre start and workouts. If you want to log your HR over the day use HrvInspector with your mobile. Since you said that only the cheststrap, not the sensor is damaged, the Polar Pro (i.e. the cheststrap that is sold with the H10) seems to fit the H7 (you should confirm though with Polar support before purchase!).

You're not going to get (significantly) more accuracy from newer EKG sensors. I think the priciest ones from Garmin (?) have more added features and tracked metrics for things like running. The H10 itself has an accelerometer, but almost no app uses it (Sleep as Android comes to mind, which can use it to track respiratory rate, and there's some paid running app, and that's about it). The H10 would also work with a lot of HRV apps, and give you that Running Index and Fitness scores.
So try to confirm your H7 works with the Polar Pro strap that H10 is sold with and continue using it? Dunno.

It is built by one of the polar devs. Just understand it's not an official app but works well even if it might be a bit confusing and bare bones. It is effectivly just dumping all the data to files. Play around with it, but you will definitely need something to do post processing clean up and calculating HRV.
There are HR apps for Android devices that'll pair to the H9/10 (keep in mind, this may cause problems with Beat's pairing, as having both pairings on the phone, if both apps are running in the background, will prevent one or the other working) that can probably accomplish, to some degree, what you are asking. But in the lock screen, haven't heard of anyone doing that, doesn't mean it's not out there, just a very "niche" request for sure.

As adgoatda mentioned though, your easiest, most reliable, least complicated solution would be finding a cheap ANT+ or BTLE (more likely ANT+ for lowest-end) sports watch that can pair to HR sensors. Polar's will pair to just about anything out there, it uses standard HR sensor protocols. (And if you are in the gym, gymlink (unique to Polar and a few rare old other devices that aren't around anymore) will still pair to a lot of gym equipment (bikes and treadmills) seamlessly via gymlink (and/or ANT+ and/or BTLE) (if you get on with your H9, and look up while not touching any heart rate pads on the equipment, and see your HR on display, there ya go, the old gymlink in action)...
Found them online, early on they were actually hard to find, now pretty easy.
When you do this, remove the 2 little plastic "underside covers" (they pull straight up from the face-down position (NOT angled like they sit, but actually straight up compared to the backplate of the watch)... and clean under there... trust me, it's funky, LOL. (4 little pins insert into matching holes in the watch, just a friction fit to pop them off while the band is loose (the strap pins actually lock them into place after assembled).

It is certainly possible to utilise the Polar API in conjunction with the H10 to create an app to perform continuous monitoring of RR intervals, and notify of an abnormality. I created an app to do just this, as I started experiencing palpitations last year and wanted to get a basic idea of the ECG waveform associated with each palpitation, and frequency of irregularities prior to a cardiology review.
This obviously doesn't replace medical grade devices and advice, but was an interesting experiment, and enabled several insights into the different forms and frequencies of the ectopics. Wearing the strap during waking hours for a few weeks was certainly no hardship, and mostly I forgot I had it on. The biggest challenge was dealing with noise due to the strap moving, but this was manageable through somme basic noise detection and manually filtering potential abnormal captures.
My app works by simply calculating the percentage change between subsequent RR intervals and notifying if this is over a certain threshold. I don't see why this couldn't be altered though to perform some form of running HRV analysis (dependent on processing power available).
There is an app in the Android store called 'HRVInspector' for the H10 which may do what you need.

I found the original strap of the M2 good and comfortable, but wearing it 24/7 made my skin red too. I read a few articles where they described the problem is that under the silicon surface the skin cannot breath, causing a rush, especially if there is sweat or water between the strap and the skin (so after taking a bath or shower you should wait to wear your watch till your skin is totally dried). I ordered an Archer nylon watch strap, wear it continuously since 21st January and I didn't notice any rush or discomfort since that.
There is, but you need to jump through hoops and is only temporary unless you pay.
The reality is that, rarely, beat or Flow won't sync your workout to Fit. Maybe once every 30 workouts? It's rare. You can't fix it with relinking the services, modifying things like "Mood" or the description, or force sync with swipe down in the apps. Will do nothing.
Probably the only thing you can do (unless you're great a coding) is run an app to force sync. I use Health Sync (I would not have bought if it was just for Polar)

I used the GPS Test app; I think they serve the same purpose. I found in Hungary, where I live, the Galileo has slightly bigger presence.
First hand experience with the M2 here, using since 30th of April. I'm very satisfied. I had a Vívoactive 3, so I compare with that.
The screen is sharp, easy to read in a dark room (not dark as late night) and in bright sun as well.
I use GPS + Galileo and it's pretty accurate, the biggest difference I noticed was 100 meter on 12 km, compared with a route I planned with Footpath. Earlier I ran with my neighbor and he has a Garmin Instinct, both watches recorded the (about) same distance (20 meter difference was the biggest).
The battery is good (could be better though, as always), it lasts a week with 4 times 30 min GPS activity and 2 times 40 min non-GPS activity.
The OHR isn't the best, reacts very slowly so I use an H9 HRM belt. Was very easy to connect them.
The Flow app and the web UI lacks a loooot of things. For example, it can't show you if you ran the same route in the past how was your previous result(s), can't compare if you got better. You can't give tags or names for your training sessions, so it's very difficult to find one a few months later. If you created training targets (Favourites) and you plan your next week, you must open the individual activities to see what were your previous ones (like Interval, Tempo or Fartlek, etc) because such info isn't mentioned anywhere else, only at the activity's screen (and it really isn't a big thing). Other thing is that you can't see your sleep's "results" on the webUI like HRV, avg HR, breath rate. Things just missing.
The "official" ones are Polar beat and polar flow. one being more training focused and one more long term.

there are a couple bugs that I've encountered and you need to disable android power optimization as it likes to kill it once you are not looking. as for the bugs, even if the program crashes it has saved the recordings live in text files that are easily imported into excel/sheets. I've used it with both the h10 and the oh1 now for short and 12h+ recordings. The dev also responds to emails and seems to be actively patching.
I havn't found anything that does what Garmin does for background "how was your day" type things but these are more training focused devices so that makes sense.
if you are interested in daily HRV measurements Elite HRV is my recommendation, it gives a good estimate of how "ready" you are to exercise based on your measurement history. KubiosHRV also seemed good but is very incomplete/in development.

Iirc Wahoo do one that’s supposed to be decent. Replaceable battery too unlike the Polar one. It can also be attached to your show rather than cranks so easier to switch between bikes.
I’ve no experience of it but it’s one I keep looking at getting. Need to get back on the bike first!
If you only need heart rate data, I'd recommend Polar Beat. ECG data can only be accessed from Android (for now), with the app called "ECG Viewer & Recorder (Polar H10)".
When I had the M I bought a couple of bands from Barton 22mm width.

But in the end I got a spare Polar original red as I often want to tighten when working out and loosen the strap when not doing anything and some of the third party bands are trickier to do so with.
The polar original was much easier and faster to adjust.
The original Vantage V bands on the hand are way more difficult to adjust.
Also look at nearly any bluetooth capable bike computer rather than a watch. Flipping your arm to "see" a watch is actually annoying while cycling.
I have NO idea of the quality of this one, but it supports all the standards you'd want to have in a basic bike computer, and has HR readout... $45 on sale. (I use a Stages Dash M50, which is quite a bit more than that but has of course a lot more features too)

The number of charge cycles for lithium batteries is not that simple... what physically damages the batteries and reduces their lifetime is heat and charge damage, and most of that damage comes from discharging below and charging back up to about 35%, and then charging above 80%. These "ends" of the charging rate charge slowly precisely because this is where the battery wear occurs.
By charging the battery before it drops below 35%, and by stopping that charging before it goes over 80%, you get a fast charge with minimal wear and tear on the battery, and the battery will take many more of these partial charges before showing damage effects. 2 or 3 partial charge cycles like this do a LOT less damage than a single charge cycle of discharging to, say, 5 or 10% and then charging to 100%.
I do the same with my phone using an app something like this to tell me when to plug and unplug the power.
So I typically charge my Ignite when, as I'm getting into the shower, it shows less than 50% charge. This extends the overall lifetime of the battery...

There are audio cues for "go" and "stop" per cycle, as well as "rest" and a few others.. It also flashes green (during sets), red and/or orange (during rest) and yellow (during "prepare to start").
I think the only bit that's missing for your purposes would be the HR zone cues, which I don't think are included in this app.
Found an option for Android (although doesn't have voice support as that doesn't make sense after having tried in real-time how much your heart rate jumps around and it's difficult to track through audio):

Actually I did get a good deal. I live in Canada so my money isn't worth as much. The Grit X is typically $609 up here, the M is $389, but Amazon Canada has a weird 45oz option for the M (which shipped as the M/LG option for me) for $281.
I ended up getting one of the Archer bands from Amazon. It comes in a seatbelt material which is quite nice and while it is much shorter than the polar ones it has a quick release mechanism for the pins.
