I feel like a lot of these Windows Mobile concepts forget that Microaoft has their own Microsoft Launcher for Android that's probably the closest thing we're gonna get to a modern version of Windows for mobile devices.
Well i do concepts in Figma and there is an figma Windows 11 Segoe Fluent Icons set. And i also use icons from this website. That last website is a GEM. You can choose "Fluency " in the category so that you get windows 11 icons.

Thank you, but I just used icons from https://icons8.com I take no credit for that apart from trying to choose the right icons. But thank you anyway. As for Teams vs Skype: Teams reminds me of school, exams and that kind of awfulness. :D Whereas Skype kind of reminds me of my childhood, online gaming etc.
Looking at your profile and past designs, I found the smoking gun for why they're not the greatest.
Paint is not a great option for UX design, it's too basic for making a cohesive UX unless you want to pay attention to *every single pixel*. I would recommend using Lunacy, there's a bit of a learning curve, but it allows you to make cohesive and good-looking concepts. You could also get away with using Microsoft PowerPoint (or indeed any presentation software like LibreOffice Impress or Google Slides) if you want something easier but far more advanced than Paint.
You literally just copy-pasted a lot of elements from this design template I shared a month ago (https://www.figma.com/community/file/892336455549831328) without making any changes, the action center is literally just copy pasted from there. The taskbar is from there as well, just the icons were centered and the tiles are from there as well. Just a bit tweaked.

There doesn’t exist a file explorer that’s focused on aesthetics that works as well as the default one. You could look into Windows theming to change the default appearance but keep functionality. Niivu on Deviantart is a great place to start and includes comprehensive guides. Alternatively you could look into something like fman for a minimal aesthetic.
