Honestly, they are probably very selective on who they give permissions to and it sounds like it doesn't include small tutoring businesses. You may have to use other words like College Testing Prep and whatnot. If not, your ads will be either rejected or accepted but limited and your ads won't show like normal ones. I would use SEMrush.com to search for similar keywords and review their search volume to see what words will get you around that block.
It's from a Google My Business page. You will need to create one of those first from https://www.google.com/business/?ppsrc=GPDA2 and need a G+ account. You don't need a gmail though, any email is fine.
Once you have created the page there are some basic things you can do to optimise the page and increase your chance of showing up for different search terms. E.g. Having an address close to the location of users searching, having a large amount of high rated reviews, a website that is relevant to the GMB page and of high quality too.

When a new app (production release approved) on Google Play Store, first it is indexed by Google Firebase, then Google AdMob and then it is indexed by Google Ads in 24 hours. You should only need to wait at least 1 day to try setting up your Google Ads campaign for your app. You will be able to link your app to Firebase, AdMob and most of other Google services while you Google Ads will typically takes 24 hours to allow you to run a campaign.
I've tried indexing the app via Google Search Console and adding the hotlink directly to the Google Ads like https://play.google.com/store/apps/details?id=com.example.app It didn't help.
My guess is that depending on your app's target countries, it is taking 24 hours to be available to download globally so that's why even if you see your app is listed, Google Ads is giving you that warning.
Also related to this, I've seen some of my apps were indexed by Google Ads without their App Icon and they were alive for app install campaigns, it was really weird, spam-looking ad assets on live but then I realized the users seeing those ads were displaying it correctly. Yet again, it means there is around 24 hours indexing time for Google Ads for apps that had just been approved for production.

I’ve had this happen to me dozens of times on clients accounts. Usually altering the ads slightly and resubmitting them gets them approved with no issues. My go to is add an exclamation point somewhere then remove it
Sometimes the cause can be a slow site that causes Google to think it’s not working. I ran your site through Google’s speed tester and while it’s not terrible there is room for improvement
Check out SEMrush.com. It's far from perfect and won't cover all keywords but it's about as good as it gets as far as competitive intelligence goes. We use it extensively for our clients.

There are a few "tricks" (they're not really tricks but rather good practices) that you should learn about to hopefully get short-listed in the Google "3 packs". Search for "local seo" and the like to find resources related to this.
Unlike some other AdWords automation, I believe Google has done a wonderful job of dialing in UACs. Just fix your banners, it'll take you 15-minutes even if you're not sure what you're doing! Use Paint.net (free) to resize, crop, or whatever to get this done quickly and easily. If you need brand new assets try Canva.com, super quick and easy banner creation tool.
You'll get way better performance this way instead of trying to workaround your banner issue.
I would recommend you Isaac Rudansky course on udemy.com. It's not for free but it has a lot of information and he tries to explain you every part of tutorial. He really goes into small details, you can also interact with him if you have any questions by sending him e-mail.

The ads you saw are Dynamic Search Ads. DSA ads might exceed the length limits of Expanded Text Ads or Responsive Search Ads.

A good formula to actually calculate the performance of an ad is by using the formula (Conversion Rate)*(Click Through Rate)*100. The higher the score, the better the ad.
Assume that for a particular campaign/ad/group/keyword/location/device etc etc CTR is 10% and Conversion Rate is 5%. Then:
Therefore for every 200 impressions you have 1 conversions. Practically this formula shows you the number of conversions you are making per 100 impressions. This means that each % of Conversions Rate and CTR are equally important.
When you have a limited budget (search lost due to budget is not 0) then you dont care about CTR. A small budget will be consumed one way or another. If CTR is high it will be spend faster, if CTR is low it will be spend slower. But for bigger accounts which have maximized their potential to trigger an ad on every single relevant term (Search lost due to budget is 0) then yes obviously CTR does matter.

It's an overkill to spend lot of time on choosing specific websites. 99.9% of the times performance will be the same across all sites. The conversions across different sites would be attributed as follows: 0 0 1 0 0 0 2 0 0 0 0 1. With lot's of 0s... And even if a website brings e.g. 4 conversions one month, most probably next month you will have 0 conversions once again.

Proper naming and structure of all campaigns/ad groups/keywords is a must for monitoring and managing an account. Then, identify segments of similar performance (CPA, ROAS) and optimize all of them at once. SKAGs are the way to go. I can only see advantages in them so it definitely worth it. A well structured account needs very little effort to manage and optimize. In many accounts I have managed I have created much more than 400 ad groups. You can take a look at Lynda.com they have a lot of courses on AdWords. I used them to learn a lot of Adobe products and it was super helpful - I've watched some of the AdWords courses though not all of them - and they were pretty good.
Additionally, you can pick up some books about AdWords which are really helpful. While some things do change over time, the basics are still the same - what I learned 10+ years ago still holds true today, there are just new tools and new features you can utilize. This book is a pretty good one - I keep a copy close by to reference from time to time.
Other than that - AdWords is a lot of on the job training, which is great if you're not using your own money to learn.
