This type of product has existed for years, used all over the place in industrial applications.
As you've demonstrated, a dictionary isn't always going to give you a good or accurate definition of a scientific term. If you care to know what cavitation is, you should look at better sources. The Wikipedia article is a good place to start, and explains it with far more accuracy.
As it stands, the definition provided by the Oxford dictionary is too broad/inaccurate to be useful in contexts where you would actually talk about cavitation. Even Merriam-Webster has a better definition:

If you read those there is NO mention of an exposure limit where no ill effects are noticed. OSHA does have a blood lead level limit for those working with it. But there is no "safe" level without side effects that it's known.

It looks like it measures to the nearest hundredth of a gram (.01), so no. Here is a link for a decent one, on sale for 8 bucks. Milligram scales are also not that expensive, probably 20-40 bucks depending on how nice you want it to be. Anything more precise then a milligram scale will be really expensive though, if I remember correctly.
A person would not want to partake in this particular practice which involves a trip through a particle accelerator beam, but lightning strikes can cause burn scars that form Lichtenberg figure patterns
