Adorable bird, but I cannot stay silent when I see tiels outside without any harness. Cockatiels can be spooked by anything: a car horn, a dog, a neighbour's door closed with too much force, a bird, a cat, a gust of wind - anything can be the reason for them to get scared and fly away. And then the chances are not so high that they will be back. Even tiels with cut wings can still fly in right conditions. Sorry for the rant, OP, but I don't want for this cute little guy to get hurt. Please don't go outside with your bird OR get him a harness (example https://www.amazon.com/Harness-Leash-Specifically-Cockatiels-Cockatiel/dp/B075X36519) and train him to be comfortable in it.
I use special bulbs for birbs that give the benefits of sunlight when birbs are not in direct sun. It’s really good during winter months too.
So.... These need to be propped up since they won’t stand open by themselves, but they’re REALLY cute and a lot of people actually buy them for their birds so they can feel included when their humans are working from home. Maybe it will help with some of the laptop biting??? Lol?
Keep a close eye on them but if they’re chillin that’s good!

I think that's a good plan. If you have access to Amazon, I can't recommend this birdcage enough. I have gotten one for all my birds and most recently my 2 English budgies upgraded and they think it's the best thing ever. Also, cockatiels do not fully wean until they are approximately 7-10 weeks old on average. A good breeder will never send a babie home with someone who is that young and not fully weaned. Make sure babie is warm enough in the mean time while you make arrangements to return him to the breeder. Unless you are experienced in handfeeding and want to finish the weaning process yourself.

Lots of toys! My chicken loves shredding paper and wood. Amazon has a lot of cheap toys, buy a couple and get a feel for what your guys like. This is the latest collection of toys I just brought. And natural wood perches! Some cuttlebone too, it helps them trim their beaks.
Vision can be on the fence in terms of longevity. I read of reviews of things breaking and it is unable to find pieces for it. I recommend this one.

I have this one. I am also not happy with the width of it, but it’s ok for a single bird. He does spend more time out of the cage than inside, only going in there when sleeping, hot stovetop, I’m out for groceries etc.
It’s not as sturdy as those wrought iron cages, which definitely is my end goal and you should go for those if you can. This one has plenty of room for toys and perches, but you’ll have to improvise a bit as the front and back vertical bars are not ideal, and single connection perches will wobble because of the bars being weak. The doors are fine, although you will have to secure the sliding doors as it’s a very easy escape (yes, mine tried and almost succeeded). The standard water and food bowls are at the bottom, but can easily be moved higher.
All I can tell you is my experience with this cage, so I hope it helps a bit. I’ve had other off brand cages of similar sizes for canaries and budgies too, most of it is all the same. It’s the wrought iron cages that really up the level of sturdy ness.

When you introduce the toys to them, so it slowly, see if they are scared of them or not, many birds will be scared of big toys in the beginning. If they're scared, put the toys away from them, but put them in a place they can still see from their cage, after days or a few weeks, they'll understand the toys aren't dangerous

It's difficult, and it's a 2 person job. One person has to hold the bird and the foot, while the other person trims the nail. You have to be careful, there's a vein in the nail and it will bleed if you cut it too short. If that happens, you can stop the bleeding by pressing the nail into a bar of soap or with cornstarch. You can buy pet nail trimmers that make it a lot easier than using human clippers. Here's one that Amazon carries, you can also find them in pet stores:
I use this stuff Of course, I try to keep something under her if I can but this is good to have. Doesn't discolor the material, isn't TERRIBLE smelling (root beer-is), and gets it completely off.
Watch them while playing with paper, make sure it's not inked or dyed or anything just to be sure.
Ceiling fan shouldn't blow directly on them, they're young so they can get cold and get sick really easily. Also turn off fam if they're out of the cage, if they start flying it's a serious danger to them.
Buy Poop Off and Bird Cage cleaner. Do not use soap or chemicals to clean anything they touch. Chemicals will hurt them.
NO CANDLES. NONE. NEVER. I love candles but bird lungs get harmed so easily by them I don't touch them anymore!
Use recommended dosage for the feed.
And no files, just use nail clippers to take the tips off, just like you would any animal.

For perches buy Poop Off, it comes with a brush attachment that scrubs perches clean. Birds are very sensitive so these products are made specially for them.

I use a rope clip like the one below, you don't even need to clip it shut, just clip it to the door add enough weight so that she can't lift it. You can probably find one cheaper at your local hardware store.

I got a cockatiel recently, after doing a lot of research, and he sat on his perch without seeming to eat or drink much for a few days. After a few days he started eating and drinking more. He probably just needs to get used to you. Try joining some local (state) bird Facebook pages. People post used cages fairly often and you can get a big cage that way.

You can also get the more affordable add-ons from Amazon if you make a purchase over $30, I think. That's how I got a few things, including a rope perch.
I took my bird to the vet within a week of getting him to establish him as a client and to get a base assessment on his health so that we can tell more of a difference in the future if his health declines. Wait a few days, but if you're every truly concerned, take your beloved pet to the vet. It's better safe than sorry. Find a local avian vet, check the average price of an appointment for a cockatiel, and make sure you have at least that much saved away in case of emergency.

To answer a few of your questions - just know parrots are nothing like dogs and cats. They scream, bite, fly around and break things. That being said they’re also wonderful.Way bigger commitment of your time, lifestyle sacrifices and sanity than dog or cat though - I’ve also had dogs and cats.
So lifestyle sacrifices - Just look up a list of things they are lethal to birds - it includes many normal products and anything containing Teflon/ptfe/pfoas (can be in lots of things, not just pans). The list goes on. There’s also the fact that you cannot use ceiling fans, or leave windows or doors open, and the bird needs 12-14 hours of dark and quiet to sleep.
Most birds will demand basically your constant attention, and need as much time out of their cage as possible. Many resort to screaming to get their way. They need out of cage play areas as well to maintain their physical health, fly, play, and destroy things.
Costs are high - upfront and ongoing. A large variety of toys (which they routinely destroy), fresh veg for chop, vet visits, a high quality and large cage, training treats, natural perches (no dowels), food and water bowls, and ideally an air purifier (cockatiels are dusty as HELL), are all necessities. .. Now multiply most of that by 2 if you want to have adequate out of cage areas.
Not trying to deter you - just making sure you’re informed, since I see MANY people get parrots and then be in over their head not having realized beforehand all the intense care and commitment required.

Pressure sores come from improper perches (round, smooth, uniform-thickness dowel perches). So if those are the ones you’re using, you need to replace them ASAP with natural perches - example

You could add a timer if you want them to only run at night or whatever.
Used mini zip ties to keep the bottom corners of it tight to the cage. Didn’t much care for the clips it came with.
During molt my baby gets addicted to these calcium sea shell blocks. The ridges help her to pick at it, making it a bit easier than a cuttle bone it seems. I think the chewing helps take out all her anger and irritation.
If it’s just the visual appearance of them they soothes you, you can get these little led ones
I use this heated perch and my birb loves it. But I wrap it in hemp twine secured w tiny dots of hot glue, bc without that it’s too slippery and easy for them to fall off. He actually wouldn’t even sleep on it til I put the twine there.

I've installed an insulated roof system for hot days, and a heating system for cold days (cockatiels don't like sleeping in nesting boxes, they'd rather freeze outside).
For the insulated roof I had a construction company do it.
For the heating lamp, I used stainless clamp light they use in chicken farms with ceramic heaters (this)
Also, because of the temperature fluctuations you mentioned a heater can help. Then, if he is feeling chilled he can choose to get close to the heater, or not. Make sure the cage is large enough to get away from the heat. I got one like this from Amazon, and just keep it available. I lost a young bird because he got cold and wouldn’t eat. I noticed too late because they hide it well. The last one I got is an idiot, and I regret losing the cold one as he was awesome. Live and learn.

Have you considered faux eggs to replace the ones that have broken? In some cases, they'll accept these replacements instead of attempting to make new ones for a clutch.
And in regards to preventing this from happening? You've said in your post that you're doing your best to discourage hormonal behavior-- and this I don't doubt. It's inevitable, though, that a female cockatiel will lay a clutch at some point in their lives. The timer isn't constant, but it doesn't go back down either. You can only slow the process as an owner, not prevent it entirely.

I have a clip on light that goes over a thin black cover I use to cover the cage every night. It is LED so it doesn't get hot and dims to a nice warm yellow glow. My older baby (7-8 months) always seemed so afraid when we put him in totally dark so we got him a light. I wonder though if I should phase it out now that he has been with us for a few months cause I am worried he isn't sleeping well overnight. My first bird always slept in the total darkness and only had night frights rarely. Yes, that cage is way too small. Please look into buying a 'flight cage' with 1/2" or 5/8" bar spacing, which is what's recommended for cockatiels so they can't accidentally get their head stuck between the bars, which can kill them. Here's an example of a flight cage for cockatiels. I wouldn't put more than 2 cockatiels in a flight cage because they need room to move around and it gets pretty tight when you start adding perches, toys, bowls, cuttlebone, etc.

When my family and I bought budgies from petsmart one of the retarded employees helping us recommended cat litter for the poop tray. It worked okay-ish, we still had to scrub the poop tray cuz the litter didn't hold the poop up in any way. Also note that our poop tray was separated from the birds with a mesh wiring at the bottom, so they couldn't pick/eat the litter. I don't really recommend, just thought of the story when you mentioned cat pellets
My actual recommendation is buying industrial paper towel rolls (the cheap ones you see on custodian's carts). They are huge, thin, recycled, and cheap . Basically the same as newspaper but stronger.

To start this off, you probably won't find any headphones that will fully block out the sound, the point of noise canceling is more for airplane or train noises rather than individual sounds (like a bird screaming)
That being said, I have these and they work really well. I have 4 birds. They like to scream a lot. Especially now that it's spring and they're more hormonal. Those headphones make them really ignorable, it definitely doesn't block out all, or even most, noise, but paired with music makes the noise a lot more tolerable, and work so much better than my AirPods.
These are pretty solid if you don’t mind wires? They’re probably the best i’ve come across from the budget category, honestly even music on a low to medium volume and you’ll struggle to hear your surroundings at all. Come with 4x sized buds & the quality is definitely up there and isn’t reflected in the price at all 👍🏼

The adoption agency got him 5 days before i grabbed him and sadly his wings were clipped by the time i got to him. I am STRONGLY appose to wing clipping as it is akin to taking away someones ability to run and leaving them with walking.

As for a sleep cage, Ill see cuz hes rarely in his cage to begin with.
Agree with taking the food and water out at night for a while to keep him from doing this -- but you might also want to try to find a perch he likes better, too. Something that he would prefer over the dish for sleeping. My birds both like this flat one but this is a good one too, or any others like that.

I would definitely get rid of the dowel perches and get some natural wood perches (a pack like this would be good for the sized cage).
There are a variety of toy options. Vine balls filled with paper and seagrass mats are a favorite for my birds (plus seagrass mats Can also be used as a destructible platform perch) but also finger traps, palm flowers, loofah, and sola wood are good toys. I wouldn't put much more toys then now to make sure it doesn't get too crowded, though.
Technically the minimum is 24” tall, 24” long, 18” wide, BUT this is the cage I have for my cockatiel and really wouldn't go for smaller unless they have at least 6 hours of outside time and a play stand.

I have this which I use to take my bird outside when it’s nice out, since his regular cage is enormous and I can’t take that outside. This would be a decent size for car travel and sleeping, but it is a little pricey if you’d only use it the one time.
You shouldn't really give your bird an all seed diet. Its really fatty and can cause various heath issues. Try Avi Cakes. It is a pellet seed mix. The have to eat the pellet/cake to get to the seed.
I would look at a local bird only pet store. I like the real wood with a bolt on one end. This way you can adjust them and they don’t have to go all the way across. example of perch
For poop, I use Poop-Off, which works really well on natural perches and floor (though personally isn't very good for carpet and blankets)
Can't really help with food, as none of my birds make much of a mess, but there are seed catchers for the bottom of the cage, and some people use these for less of a mess, although I have no personal experience with those products.
It's not where I bought it, but I bought it at a local store.

The best thing you can do is keep him warm till then. Also feed him some (not too much) sunflower seeds as it helps keep the body warm.
If you have this at home or somehow can collect this, it will be great for your tiel. They puff up their feathers when they are sick to keep them warm. Ok, that sounds good! In the meantime I'd say try to earn his trust by leaving treats (then progressing to having him eat from your hand eventually once he's comfortable) so that at least he can spend more time out of the cage. It might take a few more days or weeks but I think he's almost there!
When you do get a new cage, try to aim for one that has both width and height. Basically rectangular base rather than square, without being too short either so you have room to hang toys. People usually get a cage with longer horizontal space as cockatiels fly side-to-side rather than vertically upwards. (make sure to get the hookbill one). It works on a timer, so you will need one as well, but the cord is well protected from nibbles and the lamp can go inside or outside the cage and is very easy to install. The cord detaches a couple feet away from the plug, too, so it's easier to detach to clean or move the cage, as it's more annoying to unhook the lamp itself. I need to adjust mine for the change in daylight savings but I generally have it go on at 7:30am and off at 7:30pm. My room is very dark even in the summer, as the sun only hits my windows during the early morning, and since I work I can't let him out or sit in the window much during the day anyway. This light has really made a difference. He wakes up very peppy in the morning when it goes on, and sometimes will even go back into his cage when he's out playing just to sit and preen or nap under it.
