Requires an internet connection for it to work because they upload the images to their servers to apply the effects.
I use an app called Prisma.
I run the original pic through a bunch of times and then stack the images in Photoshop with varying levels of transparency.
Prisma has tonnes of cool looking processes, but the only way to access them all and unlock high definition is to subscribe, which is eye wateringly expensive.
I tried to enhance it, but trying to color the wires in photoshop is tedious. So I threw the photo into Prisma and like that version better

I managed to snap a great photo of my father's S2000 last year. I added an artistic touch to it via the Prisma app & then had it blown up and printed on a large canvas for around $30. I gave it to him for Christmas.

I haven't delved much into apps/programs with pic filters considering the large cesspools that focus on selfies and whatnot that's definitely not oversaturated.
But somehow landed with Prisma which has a nicely large collection ranging from normally obscene filters to notable vintage/classic styling which helped bring about some pics to a new look (although this recent example was more complex having to overlay 2 different filters with varying gamma/opacity adjustments).

Here's a link to its page in the Android app store. Rawrbear89 is absolutely right, WoW screenshots tend to read perfectly on it, which makes it great for adding a little bit of flair to screenshots to make them look cool.

sorta,i used the app <em>prisma</em> which allows you to apply filters onto images,so most of it was done with me selecting the filter,however the AI actually made it look like stained glass.
