I'll start the ball rolling...
a) Conflict Series: Finnish Defense 1944 [Android]
https://play.google.com/store/apps/details?id=com.cloudworth.finland
b) With limited time at the moment, I'm always playing a Conflict Series game on my Android device, because I can drop in and out at will, and still get some deep wargaming done when I can. I really enjoy the way that the developer (Joni Nuutinen) of titles in the series, weaves his arsenal of mechanics into a game with an accessible (and familiar) interface, yet tweaks the experience around the era and specifics of the games theme. (Theres a free version if you want to taste what the Conflict Series play like without pulling the trigger on the paid version).
c) Probably Sengoku Jidai: Shadow of the Shogun. When I have a bit more time, I need to fully appreciate this Japanese themed mod turned fully flegded stand-alone update to the Pike & Shot series.

Rule the Waves is pretty good. Design *and* fight with a fleet from 1900-1920. A sequel going out to 1950 is in the works, too.
And yeah, Fighting Steel or TF1942 would be pretty awesome. Actually, any warship sim might be. SH3 and SH4 had some mods to let you play with a surface ship, but ultimately they were shadows of what they could have been. I guess MMO games are the only way we'll get to have surface ship action for the foreseeable future.
I haven't played the Bloody First yet, but they're all more or less the same game with fun gameplay and braindead AI. I recommend checking out gog.com for sales every now and then since they go on sale for very cheap and you could affordably pick up several of them.
My personal favorite is CC III: Iron Cross since I like the Eastern Front. If you really want your money's worth I'd look into which CC game has the best mod support. Hopefully someone else can chime in.
Have you checked out This War of Mine? Definitely not a wargame in the traditional sense, but tries to portray the struggles of the civilian population in a war zone.
>Decisive Campaigns Barbarossa
+1 on Decisive Campaigns Barbarossa, on release Slitherine/Matrix actually offered a version bundled with a 330 page hardbound version of the manual which gave a great feel when learning the game, I still keep that on my bookcase:
https://www.amazon.com/Decisive-Campaigns-Barbarossa-Pc/dp/B018Y21H4I
It looks like they stopped offering the hardcover manual after that first printing but I wish Matrix/Slitherine offered that for more games still, some of us aging gamers who miss the paper manuals would still buy them I think.
There are absolutely books out there that cover snippets of it. For example this one on the Korean War : https://www.amazon.com/Korean-War-Order-Battle-Communist/dp/0275978354 The US Army has a historical website with some really good information as well, but probably not as detailed as you'd like. Beyond that there's Osprey books, and a plethora of other specialty bespoke niche publishers. You could also pop into a Cold War, or military history subreddit, and inquire on resources there.
It's a an Android game called Wargame Constructor. I've tried it. Wasn't overly impressed as I remember, but it could have been me just not giving it enough of a chance. It uses simultaneous turn resolution(or WEGO if you like).
Anyway, here's the link:

If you don't mind tinkering a little with simple HTML then https://neocities.org are excellent.
https://write.as were about writing/blogging without worrying about all the problems of managing a site as such.
Or I echo what /u/titaniumtrout recommends, sign up to a wargaming community and post AAR's using their forums.
John Tiller Software was making some Android versions but unfortunately the fellow leading the project passed away. They're ugly but a faithful presentation of the PC games with smaller scenario counts, with a couple free ones to try; Civil War battles, Panzer Campaigns https://play.google.com/store/apps/developer?id=John+Tiller+Software&hl=en_CA&gl=US
Carrier Battles 4 Guadalcanal was born on tablet before becoming a PC game https://play.google.com/store/apps/details?id=com.AvalonDigital.CarrierBattles4Guadalcanal&hl=en_CA&gl=US
Personally I think HexWar makes absolute shit games, I'll never waste my time trying one of their products again.
I agree. It’s one of the best games ever. If anyone gets the one from shrapnel games make sure you download the borderless gaming program and you can play it in full screen.
Just grab any random free chart organization tool, add NATO symbols that you can download from anywhere including wikipedia?
Don't forget to make a clear powerpoint afterwards.
Checkout a book called Simulating War. It’s from a board game perspective, but that is the root of computer war games
On PC or IOS or android Pacific Fire is a good game that might do it. https://play.google.com/store/apps/details?id=com.Wirraway.PacificFire&hl=en_GB
Pacific Fire might be of interest - https://play.google.com/store/apps/details?id=com.Wirraway.PacificFire
It's a strategic-level wargame covering the Pacific Theatre of WW2. Some of the campaigns can be finished in 15-30 minutes, while others can take several hours (can always save and resume the game if necessary). It has no ads or in-app purchases.
(full disclosure - I'm the developer)
Dai Senryaku VII is in English and available here in the west https://www.amazon.com/Dai-Senryaku-VII-Military-Tactics-Xbox/dp/B0002OOUM8
It's an incredibly fun game once you get used to it. (it can seem a bit archaic at the start but after awhile everything flows as you notice how things work and interact)
