As for chat, there's a decent in-game chat system that you can personalize a little. I used it a lot when I first started and even though I normally use Skype with my friends now, you can set the in-game to a push-to-talk setting so as to be able to switch back and forth between them. That's what I do when another random person joins my friend's group so we can talk to both easily enough.
For finding people to play with more regularly, you should play on a server that has more people close to your area so as to better match play times. I'm not sure which server is best for someone from Portugal unfortunately. Perhaps someone else here has a better idea for that.
With your pen and paper experience, I found it best to just concentrate on the Dungeons and Dragons feel to the environment of the game. The mechanics don't really flow the same as DDO is not turn-based.
When you first play, don't worry overly much about what are the "best" character builds. DDO has a massively complex character building system and you're better off just getting a feel for the flow of things and the different classes to start. Once you've adapted to the movement and class abilities better, then you can pretty much Google any DDO class to find tons of different builds to find a play style that you like.

There's no EU version. At least, I think, not anymore. It's just the main DDO site. I'm from UK and I've downloaded from their site. There are no UK servers, there is a german server though.

The wiki is very good, but if you want an example the script I linked before has a lot of comments explaining what everything is doing. You'll see it used once to obtain the target coordinates, and once to figure out where your mouse starts so it can return it there afterwards.
Generally speaking, you want to use MouseGetPos at the start of the sequence (figure out where your mouse is), do a bunch of stuff, and then MouseMove to the X/Y coordinates you figured out at the start so your mouse doesn't end up off in some random corner (with you not moving your hand).
I'd say either go:
1) full 20 fvs and use the light spells to damage now and then.
2) Or go 12 fvs/6 ranger/2 warlock (build it pretty much the same as the U51 max dps ranged build here, but you can also do heals on the side with fvs levels in place of the rogue levels.. Also you should make wis or cha your primary stat rather than dex and get that stat to damage when you are silver flame diety for bow favored weapon. You could probably squeeze in 8 ap for close wounds SLA and use heal, and pick up empower heal feat and enlarge (important to heal people in a far corner in like Project nemesis etc).
If it's a low difficulty raid you can heal decently well or secondary heal with either build. But for higher difficulty you might need to stick to pure fvs and forget the bow.
One follow-up: Is the browser store still a thing? I've tried loading it (http://www.ddo.com/en/store) but just get an error 404. Also, once you purchase an item in the browser store, don't you still have to access the in-game store to redeem it? Or is that my misunderstanding? Thanks again!

I haven't bothered to record the record the free sample of the week, or either of the two items that appears above the free item. Usually the double bonus days are in the left block and stuff like some temporary bonus like extra XP on certain aspects of the game or more or better drops for the week ahead on the right side.

Just another option:
If you could install and boot some Linux distro (even if on external drive), DDO works perfectly fine on Linux with compatibility layer (wine or steam prothon). It may as well run better on Linux than on windows, or with less hassle at least in regard DX9 and stuff.
PS. I'm playing DDO on Fedora using Lutris (wine runner) perfectly fine.

Definitely 1st option, I play DDO on Linux (Fedora 32), performance is comparable to windows.
On your potato chrombook you can try installing Lutris (to more easily mange wine and related perks like DXVK). If your system is vulkan capable, DXVK can greatly improve performance if you run DDO in DX11 mode.
Thanks. I was trying that too, but changing the layout was bugging me. Old comfy habits die hard.
I did however find a nice little workaround that lets me keep my focus orb how I like it and accurately place a line over-top of it. There's a small donation ware application called Custom Desktop Logo. It lets you overlay any PNG file on top of your desktop.
I found where the 30% mark should be by using a screenshot of the focus orb, measured the width of the hp bar in pixels and multiplied the number of pixels by .3. Then made a PNG file of a tiny solid black line 1px in width and used the app's configuration for xy screen coordinates to place it over the hp bar on the focus orb. DDO has to be in Windowed Full Screen mode to do this.

I have purchased it as gifts multiple times and the lifespan has gone 5+ years with good build quality. It has RGB, but you can just turn it off you don't like it. It gives a lot of flexibility with the program that's built for the mouse, you can set up the 12 programmer keys on the side to like anything. They can run any key on the keyboard, macros, you can set them to toggle like (press x every 5 seconds for 50 seconds or press x every 5 seconds til I toggled off, etc). It's also on sale right now and is totally worth it.
I use a $27 headset (Amazon link) which has a really decent mic (I get compliments on it often) and decent audio.
As far as tips to make stuff work, there's a few settings to mess with (audio volume, push-to-talk vs threshold, input device, and a few enabling checkboxes) but generally if you can voicechat in other games it should work in DDO. Personally I couldn't use a headset with Windows 8, but can with Windows 10; so there might be some drivers etc as well.
