Weird to call it "new" - it was available for free download back in 2011. But I agree top notch and more ambient than the direction he ended up taking the last few years.
Check out /u/humblebuzz... Yeah, Flume didn't just appear overnight, he was posting to /r/WeAreTheMusicMakers for a few years before he really broke though to the scene.
In this sense, he's no different to any other act out there just waiting for a break, for the right people to hear a tune and give it some air time.
Flip it the other way and think that people posting to /r/WeAreTheMusicMakers could just as easily become the next Flume over the next 2-4 years.

Jai's vocals are on the new A.K. Paul track too... Based on the XL Article/Tweet I hope that Jai may finally have something "official' for us in 2015. IMO the leak was a mkting ploy, makes more sense to keep the golden child in the studio for a while rather than send him out on tour anyway.

Alright I was bored and this took all of 5 minutes. Here's an audio clip I pieced together, the first part is Flying Lotus in the Nardwuar interview at normal pitch, the 2nd part is Captain Murphy tuned up +3 semitones, the 3rd part is the same Captain Murphy clip at normal pitch, and the last part is Flying Lotus tuned -3 in the Nardwuar interview. Is it Sango - Agorinha? I'm not sure it fits your description, but I'm pretty sure that sample kicks in in the background around 45 seconds in.
Whosampled lists quite a few samples but I know I've heard this a lot more and now it's bothering me.
In terms of pop influences, before Skrillex was working with The Doors and remixing The Black Eyed Peas, before Zedd was producing albums for Lady Gaga and tracks for Ariana Grande, before Steve Aoki was featuring Waka Flocka Flame, before Daft Punk made Kanye West sound good, there was BT.
Stutter edits that are common on many new tracks, some stretched so finely / dynamically / morphologically that they sound like new sounds, very likely come from BT's Stutter Edit program that he recently released. He's been doing his own edits manually since at least 1995, and probably this track, Dynamic Symmetry, and the whole album was created using early builds of Stutter Edit before it was released.
My favorite album of his is 'Movement In Still Life'.

I like this. There is no real way for finding new music specifically by the criteria of "how this song makes you feel". There is something out already called stereomood. But that only ties songs to emotions. Your idea would be better in my opinion.

Honestly i'm surprised at how low Beautiful Rewind is, I don't see a massive gap in quality from There Is Love in You to it.
hmmm... you downloaded the .zip? I don't know how they serve up the text representations of the code on github - maybe if you click the "Raw" button after clicking on notes.py you will be able to copy/paste it into IDLE. you will also need the scales.py to get it working.
If you ever want to learn more coding, I can really recommend python - it is really beginner friendly. I have stopped using IDLE however and now use a IDE / editor called PyCharm. It has a lot more useful features.
I gotta wonder how much lean Gomorrhe has been drinking, as the pitch shift here is painfully slow.
