Also I have an cheap drawing tablet (xp-pen star06) and a 4 years old pc. You dont really need too much to make pixelart.
I did a little research and it looks like it was a DOS game released back in 1993, and is now abandonware. You might need DosBox to get it work on Windows though.
First of all, it looks great!
First thing that jumps out at me is that your snake isn't "smooth" - see here. It might have been the style you're going for, but if that's the case, I would've highlighted it a bit more by reducing the vertex count further (10-16-ish? it looks like the default 32).
Your picture ("the result") looks like your normals are off. You can fix that with Edit mode -> Make normals consistent (Ctrl + N).
Second, for the smoother-flowing snake, you can use this technique instead of duplicating cylinders. Add an array modifier to extend your cylinder, and add a curve modifier to make the snake flow along a path. You then make a new curve object you twist into the shape you want. See any tutorials on how to make a rope for details.
For animations, it's much easier to use modifiers. Re-make the snake with the curve method, then animate the array count for growing and the curve itself for moving the snake.
Hope this helps. You've got something that looks visually appealing despite any technical shortcomings, and that's way more important.
This reminds me of a creepy black & white video game I once watched a video of online. I can't remember the name of it for the life of me though.

Yeah, I used to play this game called Sky Force Reloaded . It has a top down view of a plane laying waste to the enemy and their territories. I always wondered what it would look like from a different perspective.

Ankama is the company that created Dofus and Wakfu, two beautiful isometric games. Their media pages have some nice screenshots, but they don't really do the games justice!
MagicaVoxel is a great app. A quick Google image search shows that the tool is capable of some pretty insane design work. And it's free!
I think a lot of people are probably using illustrator but the only dedicated software I've seen for it would be marmoset hexels https://www.marmoset.co/hexels/ It looks pretty neat and supposedly it can even do real time game graphics (sorcery really, probably as a flipbook animation)
