Have Google Drive (or the Notability folder only) synced to your PC via Google's "Backup and Sync for Drive" https://www.google.com/drive/download/. Just download and follow instructions. Purpose: get the Notability Google Drive folder as a folder on your PC.
Get a Backup software. I was quite happy with the free version of EaseUS: https://www.easeus.com/backup-software/tb-free.html
Set up the backup to the Notability folder on your PC from step 1.
Note: there are many different backup settings, such as incremental, differential or full backups. Full backups obviously take more space on your PC. After a bit of tinkering I decided for the following options in EaseUS:
a) Under Backup Scheme: Full backup, daily, every hour between 7Am and 11PM
b) Under Image Preserving Strategy: Keep only the last 12 backups, so the rest is automatically deleted to preserve space on my machine

I used inkscape. If you want to do some customization on the shared pdf cover, you can customize it by opening it in Inkscape or any vector graphics software. Please share with us if you have the final customization of this template or your own original.
P.S: You can also use LaTeX via the Tikz package to create a beautiful cover page with a very small pdf size. Keep in mind that, in Inkscape, exported pdf becomes larger as vector paths get higher. If you have a large pdf cover page say 2MB then, I found Notability take some time to render (open) this page. So, try to make it below 50kb or so.
Recently I discovered a solution hope my experience can help you out.
Things you'll need:
Mac computer, Ipad, Apple Pencil, iCloud*
Obsidian on both your mac and iPad https://obsidian.md; When you create your vault (basically a folder where all your notes are stored), make sure you create it on your cloud drive so both devices have access to the same vault. If you don't want to get involved with icloud service, Obsidian also have a paid sync service.
Excalidraw plugin, on both mac and Ipad - Once you installed Obsidian, open it - go to settings - community plugin - browse and install Excalidraw. This plugin enables handwritten function inside Obsidian.
This is where the magic happens. Open the Obsidian/Excalidraw plugin on your Ipad, and start writing. You will notice the file will automatically sync to your account in less than 10 seconds (around 5 to 6 when I tested it). Although it's not lightning fast, it gets the job done.

You have a few options to recording clean audio from Zoom.
Join the meeting from your computer and use the built-in speakers. You can record the audio of the meeting while taking notes on your iPad. (I do this, but it's not perfect - you can hear each time I move the Apple Pencis and start writing in a different location.) I use a noise-cancelling speakerphone connected to my Mac which is typically better than the built-in audio devices.
Install Soundflower. It's open source and it lets you route your audio output from one app to another. You can route the Zoom output to Notability on your Mac. You can do the same using SoundSource from Rogue Amoeba, but it's $99.
You can also use SoundSource to route a line-in audio cable to your iPad while simultaneously routing it to your headphones. This is probably overkill but would deliver the cleanest audio and won't record anything happening in your workspace. I may take this route since I have the gear and software.
I use the Bellemond set of 2 from Amazon. I've used it for a semester, it works very well and the traction when gliding with the Apple pencil is just right.

You will need to produce a pdf with that pattern. The open that pdf in notability. It will convert it into the first page of a note. Any vector program would do, InkspaceInkscape is free. Or you could use Affinity designer (for iPad as well). Make a rectangle of the Whitelines color and then a bunch of white lines on top.
I don’t believe mac supports recording system audio. There are work arounds with like BlackholeBlackHole that let you make an output (airpods) into an input to record. An easier way mifht be just to create a zoom meeting, share screen, and record.
Would be cool, but the team would either have to:
Code it using Swift for Windows, which may have inconsistencies when compared to Swift for iOS
Learn another programming language, and program Notability in that programming language, which would take a couple years
