Use Sejda. They will give free accounts to educators. I find it easier to make edits in PowerPoint.
Edited to say: sedja has PDF to word, word to pdf, merge pdf, jpg to pdf, pdf to jpeg, split pdf, rotate pdf, number pdf, lock pdf, watermark pdf, extract pdf, and probably more I'm forgetting. For your home computer you can get the program on your computer.

I used R (dplyr, data.table, lubridate, stringr) for the data manipulation, www.sejda.com for converting the PDFs to CSVs, tableau for the viz, and sqaurespace to make a simple blog.

Yeah! I also use goodnotes! to be honest it’s a bit of a process to add margins and all, but I really like goodnotes for note taking so it’s worth it for me. I download the pdf of the slides onto my mac and then upload them to https://www.sejda.com/resize-pdf from my ipad (since it’s connected on the cloud). I add margins (usually about 2 inches all around but it depends on the class) and then i annotate that way. IF i want to do a bit more, i’ll resize the pdf down to A4 after i’ve added some bigger margins so that i can add in some paper in between slides on goodnotes (A4 size) so it all lines up. It sounds like a lot, I know, but I can get it all done in about one minute so it’s worth it for me! I don’t really write every single thing down but it works really well. If you wanna make your annotations “cornell style” you can use the left margin to write down the key words/questions. Does all that make sense (lmao I know it’s a lot)?
I would take a moment to plug a tool I found recently that I should really add to the updated version of this list called Sedja. I found it by accident while putting my portfolio together. It has a lot of PDF editing functions you can use on their website for free (though there are limitations). I haven't used it much but it really came in handy when I needed it.
I used https://www.sejda.com/pdf-forms - it is a bit finicky, but it works and it's free. The input boxes remain visible so that may affect your aesthetics, but I don't find that a dealbreaker.

....and UIC students get free access to Office 365 which has OneNote which allows you to "print" pdf's into a OneNote page where you can edit it and then "print" the OneNote page into a pdf file. This is how I take online tests with my touchscreen PC and stylus.
From your online bank account print your statement as a pdf. Don't download it as a .pdf. If you download it as a pdf it will be locked.
Take your statement that you printed as a .pdf and upload it to PDF Editor Free. You can google PDF Editors Free. This website allows you to make changes to .pdf documents.
Create whatever balances you want on the documents.
Save, print, and you are good to go.

You can do anything you want, but can only save 3 times a day. So, kind of free... very rarely have I found that I needed to save more than 3 times in a day.
I mean tools like this one: https://www.sejda.com/crop-pdf. Basically all it seems to do is resize the MediaBox so e.g. if I ctrl+A to select all text the text that was 'cropped' is still copyable, which I don't really want.

Microsoft Edge does have it's own PDF Editor, so make sure your boss opens it up in Edge as well.

It's a life saver since usually working with PDF is a bit annoying (signing or rotating one for example).

I haven't found the osetcolor, osetrgbcolor or osetcmykcolor as an Adobe PostScript operator. I suspect that is a redefinition of the setrgbcolor and setcolor operators. I redefine the original setgray operator to oldsetgray in my script and that could be the same. I could have named that osetgray.
I found a very nice online pdfeditor that also converts to grayscale with blacken text option. Be sure to click on more options and try TextConversion: Black This might work for some of your files:

You could also use a SaaS with an API, you'll have to handle request limits yourself though.
If you're going client side ask yourself if you really need a PDF.
Maybe a good amount of print CSS would suffice (modern versions of Windows already come with a virtual printer Microsoft print to PDF
, some people have alternative virtual printers or browser extensions already installed).
I made a PDF for Japanese, fonts are readable but need to be changed for more appropriate Japanese font (I can't due to editor issue) texts itself are intact though.

you can pre-process the pdf before importing it to add some space. two ways to do this are to print to PDF in OSX and adjust the page size and scaling of content there or (the thing that I do) use this online tool: https://www.sejda.com/resize-pdf which is free for smaller documents.

Just wanted to share how I go about editing a PDF because I feel your frustration. While I agree that PDF is an output format, making editing more difficult, there are some solutions out there that don't require a credit card.
I use Sejda (Online editor- Commercial/Closed Source) to make edits if i'm not concerned about sensitive information in the file
I Use NAPS2 portable to combine/split/merge (FOSS)
For documents that I would rather not upload I used LibreOffice Draw to edit
