imo if you have such an old Windows version, you might be better off if you install something like Debian + Cinnamon, Xfce or LXDE environments to make it run like a new pc. you can always run something like WINE over the executables that you can't find a decent replacement for.
i guess all you might need is a pixel art program and a way to decompile RPGMaker games.
any drawing program should do. i definitely suggest Krita for this (just set the canvas to something like 16x16 pixels sizes (8x8 on world sprites maybe). for decompilers, though, i can't tell as much. i did find this though, if you wanna try.
no heres the thing.
The game is in windowed mode technically, yet it still takes up my entire screen, like a borderless windowed... kind of thing
So while the game is windowed technically, I cant actually move the window around as there's no border.
I can try to record a video if you need to show what i mean.
you can play around with LMMS for music composition. the site that i've linked have some good editing tools which you can use for pixel art and programming, too. you can also tinker with the source code of the programs themselves if you wanna learn programming :3
