I wish I knew how to actually program, but if want to do a duct-tape bodge, I suggest AutoHotkey. It's a powerful little scripting program that can do keyboard and mouse automation, but that description really doesn't give it justice. It may take more time to do then just doing it manually, but it'll be less mundane. I think 1.0 has a auto-script-writer for that type of stuff, so you may want to download that version (although if you want to dig deeper please use 1.1 or the beta)

No, paint.net uses WinForms (.NET wrapper around native Win32 APIs) extensively, so it would not be possible.
There is Pinta though, which aims to be similar to paint.net. You could try that.

Have you tried Krita? I'd say it's on par with Photoshop, more than Paint.net will ever be.
You maybe will have to download a typeface that matches the style of the text. Dafont is a good website, but there are plenty. For when trying styles that match, write the thing you are looking the font of so that you can compare more easily.
