I'm not sure what you mean about Stripe only accepting US payments, but Stripe will accept payments in over 135 currencies. The list of countries that they allow for merchants is smaller, currently 25 countries.
PayPal suspended my account for simply using a VPN while using PayPal on public networks. I've reapplied for an account several times and each times it's been denied. Someone working at PayPal even told me if I ever added money to my account they would hold it for six months. There have been stories where people in this subreddit have been told the same exact thing and have lost all of their money when they were supposed to have the chance to withdrawal it. Yes, PayPal subscriptions support trial periods. You would probably need to set this up via their API though, I don't think you can do it otherwise. Some more details here.

You should read the PayPal User Agreement for your country. It is here for the US.
In particular for your question you want to check the Protection for Buyers section of the User Agreement. You have 45 days to open a dispute over a payment. I believe this is the same for most countries but you should check your country's PayPal User Agreement to be sure.

If you choose Gift, you are not protected. An invoice protects you. This is not a professional seller, so unless it is someone you absolutely trust, I'd probably say 'use the invoice method.'

e.paypal.com is an official PayPal email. A good scammer can spoof it though so always be careful. PayPal uses your full name in their emails. That's one thing to look for.

Open a Delaware company, it's easy, can be done completely online, is very cheap, and doesn't take too long. I've personally gone through this process at a startup I was working for. Stripe even have a service to completely manage this process for you.

If you leave 15$ on the card, you will either need to spend that money within the expiration date listed on the card, or invest it elsewhere, off of the card, somewhere such as Paypal would work. It's possible the seller requires a Confirmed Address. For many (most?) users, that is the billing address of a credit card. There is an alternate method to confirm addresses.

You might be SOL. PayPal's Seller Protection does not cover digital goods. From their FAQ:

The way this was paid through your PayPal account was through a billing agreement with valve. When I linked my first CC to PayPal, I had to verify it before many sellers would accept it. I guess sellers can specify with PayPal if the charged amount has to be on the account or if it can also be linked to CCs?
To verify PayPal charged €1 to my CC and on my CC account I saw the charge with a short code in the charge description. I then had to enter that code at PayPal and then my CC was verified. The €1 was added to my PayPal account. As I read the FAQs now it has become 2 small charges but it's still with a code that you enter and the charge amounts are added to your PayPal account.

Square and Amazon Pay are two easy to sign up for processors that refund transaction fees when payments are refunded. We may go with one or both of these options as a temporary measure.
However we are looking into a proper merchant account either through our US bank or through one of the major merchant account providers. When you ship the item, the shipping company will offer you tracking information. Typically it's a dollar, but that depends on what country you're in.

Winning chargebacks is far from a guaranteed thing and PayPal has relatively little say in the matter. It's very, very different to a PayPal dispute. Here is PayPal's FAQ on chargebacks.

Gift cards, game codes, and similar items are a bit of a gray area with PayPal. PayPal only provides protection for "physical, tangible good[s] that can be shipped". Certainly product codes can be shipped (and as a seller you should always ship them, not just send emails!) but of course most people don't ship them and most buyers don't want to wait for them to be shipped.
In any case, the issue of an item being shipped or not is different from the payment method, and as long as he didn't send the money as a gift he has PayPal protection.
I just figured it out.
I installed Zenmate, a VPN. Restarted Brave enabled a U.S ip address went through the process again to order my ledger and when I hit paypal checkout some random hotmail address showed up.
It's server side. Thank god.
It is definitely a stolen account, I would advise not using it. Never buy from those instant delivery shops, they sell stolen accounts.

Hola IPs (and any other free service's IPs) will be blacklisted.
You either need to set up your own VPN to your home or office or use a VPN that gives you a unique IP. The free services like Hola are shared by thousands of users and are not suitable for services like PayPal. Usually I would suggest StrongVPN but they do not have servers in Spain.
