If its held together by glue, I use a heat gun.
Hold the tuck upside down, and use the lowest setting and apply heat. Once u notice the glue start to liquefy, remove heat, and place your finger over the flap to hold in place about 30 seconds. This should redistribute the glue evenlyacross the bottom flap.
If it is an adhesive strip instead of glue, I do the same, but with a hair dryer instead, and you'll have to judge for yourself how long.
I usually only do for the glue, as with the strips, it kind of "is what it is". Hope that helps!

I use these clear plastic cases which only cost $2 each, and $24 for a dozen. They are also available from Amazon.
As a you say, a card clip won't protect all sides of the tuck case from damage. I use card clips for straightening out a warped deck, and these plastic cases for carrying my decks around, since they give all round protection.
These feel amazing, but are some of the least functional playing cards I have ever seen.
You can't tell what value the card is at a glance, numbers are represented by chunks of humans vaguely shaped, it has pips in all four corners, the red and black are almost the same shade of grey, and all the face cards are drawings of kickstarter backers so you can't tell the difference between a king, queen, jack, or joker.
The price tag looks to be too good to be true.

They are actually quite common. As well as being for sale cheap on Amazon, there are more than 20 decks exactly like this for sale on eBay right now. You can buy a brand new (sealed) deck identical to this for as little as US$2 to $5 on eBay, so obviously quite a few of them are still around unopened, even though they come from the 1980s/1990s.
Given how many are available, maybe they are more recent than that. You might want to send an email with a couple of photos to the cruise company here and ask them directly.

In Austria, we have a card game called UNO (don’t know if that’s a thing in other countries). It basically has all the rules you wrote but with its own cards. The are number cards (0-9) in 4 colors and special cards (also in the 4 colors) for switching direction, skipping a player, +2 cards, +4 cards and color change (these last two are black and can be placed on any color).

There are also practice cardistry cards available on Amazon that are basically thicker plastic cards that should be able to take a dry erase marker better than the blank paper cards.

If your scans are rather consistent and you know basic scripting, imagemagick could process a folder of about 100 images or 900 decks (assuming 9 decks in 1 image) in less than a minute.
I used to store them in shoe boxes. I just got one of these racks a couple of weeks ago and they stand on my dresser. I only have 73 decks so far but I definitely plan on geting another rack when I get over 100.
Get a bunch of these, Desiccant Silica Gel Beads, sucks up excess moisture. Toss 1 or 2 in the boxes you're using to store your cards.

There is a video (I think it was from ispcc or how it's made) that shows card construction. The black core is actually the adhesive used to glue the cardstock together so that it's not light transparent.
You could probably install LED lights or lamps (the ones used for paintings/painting exhibits) like this Biglight Wireless lamp @ Amazon or this Joosenhouse Antique Bronze lamp above your deck rack to make it look brighter. Or you could even use a ring lamp, if you’d like.

Unless you’re in California, order some Un-Du sticker, tape, and label remover. It works amazingly well, and unlike Goo Gone it really doesn’t have an odor. There just isn’t a better, safer solution for removing tape/sticker residue (or even entire labels).
Also, in my experience, you can use it on practically any deck without fear of it discoloring or damaging it. (No guarantee though—there may always be an exception I’m unaware of).

I had these coins from a number of old KickStarter card projects and couldn't figure out how best to display them. I went with a desk display after considering a frame/case or shelf. These are the 7.1"x3.5" desk displays from Amazon. Works well to hold most dealer coins with up to 3 per case. There's about a 1/2" lip before the black plastic edge runs into the clear part (which is like really strong shrink wrap type material), so it would be possible to very carefully hang on a wall with small nails that are only exposed from wall less than that.

Walnut was the wood used and then I cut a 20 degree angle for the resting self and then a perpendicular cut for the back. I sized the shelf width based on the angle of card deck. I first cut it to length and width then did the recess for the decks. I drilled the holes for the hinges next with the final cut being separating the bracket from the shelf (this way the hinge holes were aligned perfectly). Last step I finished with Waterlox finish (found at wood craft or amazon).

Sam's, Costco and Amazon have 12 packs of good cards for about 15-16 USD. Costco and Sam's usually have cards in the books section and not the games or anything btw.
