There's a place called devil's backbone on RR12 heading west out of town. There's a few places to pull over there.
Never personally been out there to look at stars but I've been there at night and it seems fairly ideal.
This. Anywhere along Hopkins, San Antonio, or MLK between Comanche and Moore is ideal. The neighborhood is a good mix of down-to-earth students and permanent residents. Small HEB is within a 5-15 minute walk from the entire neighborhood the downtown square is about the same distance. It's also just a comfortable neighborhood to walk in, to the point where people come from elsewhere just for a stroll. If you want a taste of the neighborhood some weekend, I suggest staying in this AirBnb (I swear it's not mine).
If you have a bike and are a decent rider you can get anywhere you need to in town even easier. The bus system isn't great and doesn't run on weekends, but it'll get you to some to some places you may need to go including City Hall, the Hospital, and Wal-Mart. There always seems to be plenty of Uber/Lift drivers available when I need them. There is a Greyhound/Amtrak station if you need to leave town. There is also a Zip Car program and town but I can't speak to how available the cars are.
I'm really excited that you're considering moving here without a car. I know a handful of professors or young professionals who have made the same commitment in San Marcos and they seem to enjoy it.
