Make sure that you look at the new filter size requirements (mentioned on another post on this sub). First, this filter blocks a significant part of the screen and looks a little overcomplicated. Geofilters are aimed to include design while minimizing interference with image [don't start making everything transparent but just be aware of screen space]. To fix this you should aim to create a graphic that is original and goes well with text style. It seems like the windmill is your focus in this filter so I recommend recreating the windmill so that it is accurate and looks more appealing. If you decide to do this, make sure that the text is integrated with the graphic as a design element that unifies the filter. Second, with a dark background you should aim to create a filter that is visible regardless of phone brightness. This means that dark text should not overlap a dark background of a filter. Third, i recommend that you look at existing filters like the one in the link below and find inspiration. See what is good about the filter and try to implement concepts [do not copy as that is against SC geofilter policy] that may benefit your design. Finally, check with the snap users around you and see if they are willing to use the filter. I think for your first attempt thats really good! I think the colors may need some tweaking, my suggestion would be hex: #005377 . also the strait line on the bottom would look so much better if it were curved a bit or even taken out. It adds a level of straitness that the text dose not portray. Also use this design to base yours off of!
Cubano is a really similar font to what I made in this filter
If you don't have access to TypeKit fonts (which should come with your Creative Cloud account if you have one), there's also free downloads available online
It's Reklame Script! There is a free version on DaFont.com, but I have Adobe Typekit. For free, it allows me to use all the weighted versions of the font, the one I used was Reklame Bold. If you do have Typekit, here is a quick link!

I’m not really sure what font would look best underneath but you should browse through websites like Font Squirrel which has a good collection of fonts that you can use for free for personal or commercial use. :) (Maybe try a condensed bold sans serif font?)
As for the paw print, I’d recommend you look for tutorials online on how to create graphics like a paw print. There are lots of tutorials online on how to draw using Photoshop, but my best advice for you is to experiment. :) You definitely shouldn’t get the drawing from online because it’ll get rejected. :(
The removal of the buildings in the background looks good! As for the font, maybe try Pacifico? I would also remove any of the bottom parts of the circle that show between letters (like in your first) to keep it clean.
It can be any color you want!

You can only use snapchat's own generator for personal and business filters, here

On the submission site, there is a box auto-selected called "This is not an event". If you uncheck this, you can selection the date and time of the event for the filter to be up on.

Yeah it's no problem! Here's the link to the specific guidelines for on demand filters, but basically they start off at $5 (I did a recent one for one building for 4hrs) the cost increases based on size of geofence and length of time.
Since the event is months away, I think you should resubmit the design you have now and yeah, expand it to the whole school. I'm convinced that snapchat only accepts huge campus wide events or high profile community events (e.g. festivals), so hopefully by making the geofence bigger they'll be convinced of how important the event is. If they keep denying it though, it might be best to go the on demand route and be strategic with where you activate the filters. Good luck!

I think you're in the wrong sub for this. Anyway, you will need a location spoofer on your phone. I have two apps that might help you (for Android):
Lockito (You can set your custom speed)
Just follow the instructions in the app and you're good to go.
