As for Trump he did want presidents can do. Trump closed boarders to stem the spread and was labeled a xenophobe and racist by the Democrats. He sent a hospital ship to NYC, which Cuomo refused to use, sent ventilators to various states. In particular he sent many to NYC as it was hardest hit, due to Cuomo sending those sick to the most vulnerable in nursing homes. Cuomo refused to use any of those ventilators. Trump sent help and it was mostly refused by the Democrats because of TDS.

I don't think that culture and societal norms are purely, or even primarily the product of biology. Social science data shows that East Asians have higher average IQs than white people, and yet Europe has historically been the leader in intellectual pursuits - philosophy, history, etc. China and Japan do not really measure up.
Likewise, if you look at places which were colonized by Britain vs. those colonized by France or Spain, the former British colonies are far more successful, even accounting for race. Belize is a fairly stable successful country compared to its neighbors, and India may not be the wealthiest nation on Earth, but they have a functioning democracy. Who knows where they would go if not for the brain-drain to America?
A third example would be the deleterious influence of Islamic theology on Arab and Persian intellectual life. At one point, they had a great intellectual culture, with advanced civilization, and were in some ways more advanced than Europeans. However, Islamic theology, especially the Asharite school, and the anti-intellectual influence of Al-Ghazali snuffed that out, and contributed to the pitiful intellectual state those nations find themselves in today. There are even mainstream academic works which point this out.
