Why did programs like Nero and Roxio have to make burning disks so fucking complicated? Drop the shit in the box and hit burn, that's all that needs to happen there.
Try using this app for burning (instead of WMP): CDBurnerXP. It’s easy to use, it should work with any audio file (or any file as a matter of fact) and it’s free. I used it for awhile and it worked fine for me. Hopefully it also help you.
If you can navigate reddit you can rip videos.
First find an online youtube to .mp4 converter like this one. Paste the url of the video and download the .mp4 file.
Then find a free burning software like this one and done.
Most of this stuff can be found pretty easily with a quick google search. Search queries like "youtube to mp4" and "dvd bluray burn software" will get tons of results if you don't want to use the ones I found.
CdburnerXP -- get it and create audio discs.
You'll only get about a dozen songs on a CD.
Of course this was what everyone did 10 years ago.

I found CDBurnerXP (watch out for the crap ware install) to work well. Set it to burn at a slower speed usually makes a difference (don't know why) you may also need to try and fail to see which discs work best for your player.
and CDBurnerXP is good if you need a free burning app.
You just burn it, pop it in the drive, and reboot. If it doesn't give you the option to boot from CD, you need to change a BIOS setting to allow you to boot off of CD.
You'll get a graphical user interface that is pretty easy to use and comparable to Windows and MacOSX. It should pick up the HD enclosure, see if it can access it.

You can use the free program "Daemon tools lite" to use the ISO as though it was a CD drive.
Or you can burn the ISO to CD using CDBurnerXP For the latter, make sure to actually select "Burn ISO Image" instead of burning the file itself to disk.

What files are you trying to burn specifically? Try installing another CD burning software to see if you can use that to burn those files to CD that way.

Assuming you have a CD-ROM/DVD-ROM drive, you can use a program like ImgBurn or CDBurnerXP to "rip" (copy) the disc onto your computer. Most software will rip as BIN+CUE or ISO. You will be able to use that in a PS1 emulator such as Duckstation or ePSXe.
Alternately, some emulators will let you play the disc directly without ripping it, but I normally don't do it that way.
You will also need a BIOS file like scph5500.bin (NTSC-J) , scph5501.bin (NTSC-U/C) , scph5502.bin (PAL)

If a burn fails, throw the disc away. It cannot be reused.

I don't recommend you to use CDs for backups. They are obsolete, fragile and prone to stop working after some years of bad storage conditions or scratches. USB flash storage are cheaper and much better for the purpose.

The blank thing is the same, you can use any that says CD-R. I'd stick to those since some players have problems with CD-RW (rewritables).

That kinda sucks that it doesn't say anything. You can look up the manufacturer (year/model) or well, do the leap of faith and simply burn one with MP3s and try to play it back.

You can make iso files, or mdf/mds files. MDF is technically a better way, since it gets subchannel data and error information, but outside old console usage (Playstation 1) it doesn't help.

It also has a CD ripper inside, but I trust the one in CDBurnerXP more to catch errors.
A lot of games aren't going to work though, I dunno 50% of games still won't work even if you fake-mount the disc. A fixed .EXE file with the DRM portions removed by a cracker is about the only way if the mounting stuff fails.
CDBurnerXP is the one software I used all the time for audio.
You can use pretty much every option available for your discs. Remove the pauses between tracks, choose low burn speeds, see the data/minutes remaining and it's just simple, easy to use.
It remains probably the best software for burning audio discs, either raw audio based on minutes or mp3 audio discs based on data, whichever you need.
Yah you burned it wrong. A .iso is a disk image, meaning it has files on it that when burned properly will give you a bootable disk. You just burned it as a data file.
With whatever burning software you're using select image or iso burn mode.

Well no one actually answered, but i'm going to post how I managed to solve it just in case someone has the same issue and comes across this post.
Anyway, the way I delt with this was by downloading the media creation tool iso file from here, and then burrning it onto an empty cd using this tool. Then just open the boot menu, usually done by starting up the computer and continuously tapping one of the top "f" buttons (the button depends on your motherboard), and then selecting your cd drive. After then follow the instructions.

While burning a data cd:
Select "Session at Once" and do not select "Finalize Disk"
Many other CD burning programs have similar options. Typically one creates a data disk, burns some MP3s to it, does NOT "finalize the disk", and then can add additional MP3s. But with a cdr, you cannot remove the existing mp3s. Also possible with audio CDs, but some players do not use these well.

Proceed to restart the computer once that has completed and change the boot priority to boot from the CD first.
Restart the PC again and follow the instructions to wipe the drive for reuse.
Put the HDD into your new PC and voila. Job done.
My initial thought was the program you're using is messing up the burn.
Try CDBurnerXP and make sure to enable the Verify data after burn option. This will rule out a bad burn.
I've not used CD's in years, but you could check to see if your car stereo has any recommendations for burn speed.
All good points but if OP wants the system to receive updates for another 4 years & not 2 years then they should use Mint 17 Mate LTS. The Ubuntu derivatives (Lubuntu, Xubuntu, Mubuntu ect) only offer 3 years of updates from the release date as opposed to Mint with the Mate desktop environment that offers 5 years of updates & 4 more on the current one year old LTS release.
But yes, check the md5 check sum & re-download if it doesn't match, burn it at the slowest possible speed, verify the burn after & if the issue persisted try a different disk burning program that can write images/iso's, last time I used Windows I used https://cdburnerxp.se/en/home to write iso disks.
You can download a Windows Disk image from quite a few places. Using CDBurnerXP you can put that image on a DVD, using Rufus, you can put it on a bootable usb stick.

I haven't used DVDShrink in some time, but as far as I remember it would only shrink the DVD, not necessarily do a conversion.
Sounds like you want to create a DVD from a digital file which does involve some conversion. I haven't used any of the free ones in some time as I have some that I use now, but a quick google search turned up some results:
Tech Republic The first one on this list also turned up first in the results list from Google, so it may be worth a shot. Seems like it will do the conversion for you.
As to actual burning software, as someone else mentioned in this thread, CDBurnerXP is a good free burning program.
