Heh. This is definitely a 90s compilation. Found a torrent to download it that claims it’s 1999. Doesn’t look like there’s an image in the files though for the cover.

It’s really possible (likely even) that this was a promo disc of some kind - record stores got it for free, or it was included in a magazine. I worked in a few indie record shops in the 90s and I have TONS of these rando compilations like this. Some didn’t have covers at all, some had like a track list insert, and if it came in a magazine it was likely just in a sleeve.
You might try something like https://sourceforge.net/projects/album-art/ to see if it’s able to get old artwork stored somewhere.
