In your situation I would uninstall any HP programs that didn't look essential, possibly doing google searches to help be sure if a program is safe to uninstall, if I had any doubt. Uninstalling things like photo managers shouldn't break anything.
IMHO if you follow this advice the chance of anything bad happening is very slim, and the chance of anything bad that isn't easily fixable happening is pretty much zero.
I wouldn't say I'm an expert though, so please take what I said with a grain of salt.

best imo would be to do a clean install of windows (which comes with its own bloatware but less than if you buy pc preinstalled) and only install drivers from the manufacturers website.

check your task manager to see the specific name of the program. You could try a program for removing bloatware called https://www.shouldiremoveit.com/
edit: I am actually curious to know the name of the program. When you hover over the icon on the bottom what does it say? I want to look up more about it.
The thing in the background says Bluetooth Stack by Toshiba. Googling that isn’t very successful but I think its looking for a usb that connects bluetooth devices.

Found a program called cfosspeed. I removed it and am in the process of installing a 20gb update for a game and I seem to be getting my normal speeds again so it’s looking like that was the issue. The first night I had my pc I had no issues but that night went and installed most drivers listed for my motherboard. One of them being a LAN driver. I wonder if that damn thing was included in the driver download. I’ve only been downloading for 10 minutes but I usually have issues already so I’m going to say it is solved. I contemplated deleting that program a week ago but didn’t take the time to google what it was until tonight.

I would use a combination of process name and location. First name like "avastui.exe" and fallback to does the location path contain say "avast"
Depending on the AV grade, it is possible they would spot in your code something like "avName.exe" so it might be better to do some creative regex that for example to match avast looks for processes with an a, a, u, i in that order.
