After Germany in 2018, Austria will also require ID registration and verification when buying prepaid SIM Cards.
There are still some countries left where you can buy prepaid cards without ID.
Germany and others did start to implement the verification requirement shortly after the Paris attacks because one of the attackers allegedly used an anonymous prepaid SIM card for communication.
With cases like the 2016 Berlin attack, the terrorist was actually known to the authorities if I remember correctly - it wasn't missing information that lead to not being able to prevent the attack but more so that they simply ignored or overlooked information.
uMap might be an option if the data is in a supported format (geojson, csv, gpx, kml, georss).
Otherwise you can always code your own slippy map with Leaflet and add openstreetmap as base layer, then your data as a layer on top.

It's an online database of go clubs. You can log in using a google, facebook, vk or github account (because I don't feel safe managing anyone's password). Once you've logged in, you can add your club to the map (I use OpenStreetMap as the map background, because it's free forever).

4.) You are no safer in Houghton than in most of the rest of Joburg, frequent crime is around townships and the cbd, I would recommend Parkhurst if you move to Joburg.
5.) Joburg is going through a kind of gentrification but it's slow and gradual and community oriented, if you move here now I guarantee it will only get better later

Datasets can be uploaded in almost all formats (CSV,KML,GeoJSON, SHP etc.) and you can also do connectors to DropBox or Google Sheet which in your case might be what you're looking for, you update the table there and it updates the map.
Then they have good map builder in my opinion, with strong styling options, lots of basemaps etc.

The civil war near Damascus isn't quite static... The regime has the upper hand, and Darayya and East Ghouta pockets have shrunk quite a bit.
As for other pockets, I'm not sure. I remember seeing an Ahrar ash-Sham video about operations in the Khan al-Shih area SW of Damascus and it seemed like they were in control (i.e. not just an insurgency), and even had some heavy weapons.
There's also Qadsiyyah NW of Damascus and Barzeh to the NE (source). I'm not sure about Douma... it's connected to the rest of East Ghouta maybe?
I think their weapons come from loot against the regime or tunnels. And food from farmland within the pocket, or tunnels as well. But these pockets aren't able to launch offensives, just to barely hold on to territory, I think.
