Use a disk space analyzer tool to show you how the space is being used. I like WizTree. Others like TreeSize. WinDirStat is an older tool, but I find that it's not as good at finding hidden and system files. WizTree and TreeSize are pretty good at finding esoteric stuff, like hidden recycling bins and other stuff.

I have the exact same issue. I contacted support and got this:
A couple of people have reported this problem, or Steam resetting the download. In the client, in the Steam menu select Settings, then Downloads, and try changing your Download Region.
Try logging out of Steam, exit the client, reboot, start Steam again, log in, and see if that helps.
Try 'clearing the download cache' and reboot your computer (in Steam, Settings, Downloads section). https://support.steampowered.com/kb_article.php?ref=3134-TIAL-4638
Try checking your drive for errors. In Windows Explorer, right click the drive and select Properties, switch to the Tools tab and click Check Now in the Error-checking section.
Make sure you have enough free drive space to install the game (twice the install size), since Steam appears to be doing the full install. If required, a program such as WizTree could help track down files and folders taking up the most space, some of which you may be able to delete or move to a different drive, etc, to free up more space. https://wiztreefree.com/about
Try exiting out of the Steam client, then browse to the SteamApps folder where the game is being installed and delete the contents of the 'downloading' folder. Right click on the Steam shortcut and run it as administrator and try installing the game again.

Run the tool and have it scan your drive(s), it makes it easy to find the large files and folders. From there you can determine how to properly how to deal with them.

Task manager is monitoring processes utilizing your disk, as in reading and writing on it. It's nothing to do with space. If you want to analyze what's taking up your space to clean it up, I'd recommend using WizTree and Add/Remove Programs built into Windows.
Download and run Wiztree. It'll show you everything that's using storage. It has a graphical display but I find the explorer type easier to use. It'll show the folders using the most in descending order. Open a folder and you can drill down through subdirectories.
As far as the game folders are concerned, if they're empty yes, delete them, although that's not going to free up any space. I know some games and programs leave behind settings files, save files, etc., just in case you want to reinstall. If you find that kind of stuff it's up to you.
just FYI WizTree is a much faster alternative to WinDirStat.
Either tool would do the job, but WizTree wouldn't take so long to scan.
I have a 4TB HDD that takes 30 seconds or more to scan, WizTree does it in a second or tw.
I haven’t tried it yet but Wiztree can be run via a script. So maybe this could help you: https://wiztreefree.com You can use it to generate a csv and then maybe use PS to convert that to HTML for easier reading.
A thing that could free you some space is CompactOS mode.

I'd actually not recommend Windirstat as it can be dogslow. WizTree - The Fastest Disk Space Analyser (wiztreefree.com) this one is faster.
You run the Disk Cleanup with system files already?
Check how many restore points you have currently, There might be more than what you realistically need.
Weird, here the "bin" folder inside "Steam" is only 237 MB big. Something must be very wrong when it's much bigger. However, you can try moving the folder out of Steam instead of deleting it (close Steam before you do). On next run, Steam restores missing files. Any superfluous files will then be just gone. In the odd case something goes wrong when trying this, you can just move back the previous "bin" folder.
As good general advice: When you want to make space, better use a program like WizTree. With this you get a great overview what takes up hard disk space.

Could be your download folder taking up a lot of space (most people leave their browser download location default).
I would suggest using WizTree. It will show you giant used areas, and you can see what is taking up the space.
Try running WizTree to see what is actually using up your drive space.
It could be a malware infection or bitcoin miner or something filling up available space, but shouldn't jump to that conclusion until you have a reason to think that.
It could also be the drive space being reported incorrectly due to file table corruption or possibly physical disk failure.
run a chkdsk c: /f from the command prompt and tell it to reboot and scan the drive.
Once you know what is actually taking up the space then you can better target what to investigate further.

It will show you what files are taking up what space. You might have to download on another PC and put it on a flash drive if you are that low on space.
Unless you like waiting around, I highly recommend taking a look at WizTree for this. I don't know what black magic they use, but this tool manages to do a full space audit of the 512GB SSD (40% free) on my laptop in 6 seconds.
This isn't a high-spec NVMe drive either - it's a typical mediocre SSD M.2 drive found in your average Dell laptop.

Download WizTree, extract the zip, let it scan your system and it will show you which areas of your system are occupying the most space, along with the direct location to the path
Depending on the old laptop there's a good change your Documents / Applications / Pictures e.t.c. are stored under the C: Drive too (if this did not come with a dedicated Data drive).
I would recommended running something like WizTree to get a better understanding of the files currently stored in your C: Drive, will help you spot files that may have been saved to the incorrect location.
To differentiate between h264 and h265 you need something like https://mediaarea.net/en/MediaInfo or ffmpeg.
Probably the easiest way though is when you convert the files, just put the format in the files name or store them in a a different folder.
Connecting to grafana is probably something you would have to script yourself. Your use-case is pretty unique.
