I'm glad that Mario Maker is a thing now, I hope that it'll open the gate for other series (even non-Nintendo ones) to make their own.
Years ago I used to played around with Zelda Classic, and these Maker games seem like a natural evolution of them. I can't wait to play more custom Zeldas!
BS Zelda was an episodic version of the games for a SNES addon in Japan.
Edit: Maybe you're referring to Zelda Classic, which looks like it has the option to use the same graphics.
Zelda Classic has been around for a while, I'd definitely recommend checking it out. The site seems to have taken a few steps backward with regard to content browsing though.

Zelda Classic - a remake of the original Legend of Zelda, and there are dozens if not hundreds of custom quests! Don't ask me how they have avoided being shut down by Nintendo, but this game has been around a LONG time...
Honestly, if you're looking for a "Zelda Maker", what you want is Zelda Classic. It's been around longer, it's solid, and it has quite a few quests. I'd recommend it if you're interested in anything like that.
I will say though that you won't have a "Zelda Maker" like you will a Mario Maker. There's too much involved. You might be able to match it on the surface with in-game editing and such, but ultimately creating a quest in Zelda is a major undertaking.
Have you ever heard of Zelda Classic? It's a PC based replicated Zelda 1 engine with a pretty fully featured editor that people have been making Zelda games with for years and years. Check it out, it's pretty rad.

I actually own PureZC (http://www.purezc.net), which is a site dedicated to making Zelda Classic quests. We have some amazing people who have spent a lot of time making really fun quests that can be up to par with some of Nintendo's 2D games. I'd definitely recommend checking them out! :)

It remakes the first Zelda game and provides you with a toolset to make your own Zelda games. It's been around for years. Surprised Nintendo never went after it. There are a ton of user created Quests and some of them are quite good. The game also has different tile sets for different Zelda games. You an make it look retro and 8-bit, like Link to the Past, or even the GBC games.
Looking at Amazon's used prices: you can get a Game Boy Advance ~~or N64~~ for about $20~~ or an SNES or Gamecube for about $30 not counting shipping~~.
There's also a Zelda 1 fan remake for PC called Zelda Classic if you want to look at that.
(Edit: The N64 games are apparently also available for Gamecube, and the Gamecube itself isn't neecssary to play the game discs.)

We pretty much got that. It's called A Link Between Worlds and, IMO, it's even better than ALttP.

the issue with this kind of thing is the engine of RPGMaker is built for turn based like RPGs, so there are a few different groups editing the engine to change it to a Zelda-like environment
If that seems real scary (like to me, huge engine edits like that make me sweat) there's ZeldaClassic
One thing you might look into is Zelda Classic. I don't have much experience with it, but I know people use it to create some pretty cool looking Zelda-style quests. It's free and cross platform too, unlike RPG Maker (I'd be all over this bundle if it supported Linux...).
Zelda Classic may be your best bet. It's essentially a means to create or play user-made 'quests' in the Zelda style. The quality varies, but there are several standout quests available on the site.
Metroid V: Rebirth is a downloadable Quest for a program called Zelda Classic. It of course plays very much like Zelda, but I quickly forgot that when I got into it. The creator even included a fully-illustrated, in-depth strategy guide. I highly recommend it.
Well, I don't know about the original engine, but in Zelda Classic, a game-making engine based on the original LoZ, those rooms are actually only created once in the game - same goes for the "IT'S DANGEROUS TO GO ALONE" guy and all other NPCs (except the ones in the map above). The dungeon simply points to a "treasure room" telling it "Okay, this room is gonna lead to and from Dungeon Room XX, and it's gonna have treasure Y."
That being said, the template room itself is probably just omitted from this map.
Zelda Classic is the perfect example of what a Zelda Maker could and would be. It has been around for a long time and is excellent for making 2D Zelda games. I am pretty sure a lot of the people who have made excellent Zelda games via Zelda Classic would not think an official Zelda Maker is stupid sounding.
Also, with as many people that want a new 2D Metroid, myself included, a Metroid maker would also be fantastic. Stupid sounding? Maybe to somebody like you but it would sound amazing to a lot of others.

Zelda Classic might be the game-platform-tool-thing for you.
There's also Graal Online, which is effectively LttP: the MMO, but with arbitrarily scriptable items and NPCs. The client ships with a level editor, and used to also ship with a self-hostable server (that was a decade-or-more ago, wow!), making it roughly like a 2D tile-based Minecraft†. These days, you have to pay to "rent a player world" (i.e. a cloud-hosted server instance), for which they charge ~$100/yr. Which isn't too bad, actually; Minecraft hosting costs similar amounts.
† (In fact, live "map" instances on a server even had [in-memory] deformable terrain; scripts could peek and poke tiles on a map and the result would be visible to all game-clients and would persist as long as the map wasn't unloaded + cache-evicted. You could totally have made a pickaxe item that deformed terrain and generated block items based on the previous terrain value. Now I want to play with it again...)
IIRC the original zelda was going to be this originally, but in play testing they realised people liked to play through the dungeons more than make them them, so they decided to just make really good pre-made dungeons rather than also have a maker.
this is also why we have heromode/newgame+/whatever its called in the original, since they scrapped the maker they still had 50% of the rom space unused so they decided to copy the world over that space and add deviations to that world for players that already finished the game.
so yeah, if mario maker is successful (which it will be, look at how popular Lunar magic got) I definitely suspect we will see similar things in the future, and zelda is a logical choice.

There's also ZeldaClassic which is a bunch of fan-made zelda games. you can also make your own. It's not generated though.
From what I have seen, there is no real proof that they got C&D. The author claimed that to be the case but never posted proof and just disappeared.

I'm surprised Zelda Classic never got shut down. While it's a really cool for running custom maps, by itself, it's a remake/port of the NES Legend of Zelda for PC, and it's been around since 1999. I think I actually first found it on a CD-ROM that came with a magazine around 2000-2001. Probably either PC World or PC Gamer.
I'll take the chance. I've been making fan games based on commercial properties since 2008 and never got a C&D. It's a hit-or-miss experience. For example, Mario ROM hacks continue to exist, and there's even a Zelda Maker-esque game engine that's been around since 1999.
At this point, it would almost be a badge of honor to release a demo that would catch Nintendo's eye.
OK, as someone who started not so long ago, here is my list. Please note, that I came in the series from Dark Souls, which I also can't recommend enough.
2D Zeldas: Legend of Zelda > Link to the Past > Link's Awakening DX > Oracle of Seasons > Oracle of Ages > The Minish Cap > Link Between Worlds.
3D Zeldas: Wind Waker or Wind Waker HD (the best one, to get you hooked) > Ocarina of Time > Majora's Mask > Twilight Princess > Skyward Sword.
You can play GBA versions of LttP and TMC on any Android phone with MyBoy emulator. Or on PC, using VBA-M.
You can play Link's Awakening and Oracle games on the same phone using MyOldBoy emulator. VBA-M works here too, if you are stuck with your computer.
You can play original Legend of Zelda on any PC with the help of Zelda Classic, though I recommend using Origin Quest by DarkFlameWolf - it does a decent job of updating the original.
Ocarina of Time is best played on PC, using Djipi's Texture Pack (there is Cel-Shaded from 2011 for both Ocarina and Majora). Trust me, original textures aged really bad most of the time. Majora did a little better, though. There are also realictic texture packs, like Community Retexture Project and Bluedart's Texture Pack. You can also go with 3DS remakes, but graphical quality there is quite questionable. The price of portability, I guess.
Zelda classic is/was a pretty cool tool. You could basically make your own Zelda game. Had all the items and stuff. I am sure it is still around.

A Zelda maker would be far too complex for Nintendo to consider, given their strong leanings towards accessibility, unless they really stripped it down to solely creating dungeons, which would eliminate the point. A Mario Kart maker seems infinitely more likely to me, and would probably be more successful.

There exist these two things called zelda classic and zelda engine. those are two tools which have been used to create zelda fan games. Zelda Classic especially has a lot of games to it, and with a bit of digging around on the site, you will probably find some games that are highly rated. Zelda Engine doesn't have the luxury of a dedicated site, so it is mostly in various forums around the web. However, I'm sure that if you dig through those threads you will find some games people made with it as well as commentary on said games. Good Luck, I'll see if I can provide some links.

It's basically Zelda Maker. Supports various tile sets like the original, lttp, and the Gameboy games. Also lets you make custom tiles. Comes with the original game and you can download hundreds of fan made quests.
Probably Zelda Classic. It's famous, Nintendo knows about it, and it keeps going. Tons of fan made Zelda games using the remade Zelda 1 engine. The entire original game is included IIRC. Also has tools to make your own.
As far as romhacks go, there's actually not that many. No completely overhauls for LoZ1, IIRC. But there's Parallel Worlds for LTTP.
If you want tools, pretty much almost all the old Zeldas have them: LoZ1, LTTP, Oracles, LA, OoT, etc.
Alternatively, if you are just looking for 2D Zelda games to play, I'd recommend Ancient Stone Tablets, which is an LTTP spin-off/sequel made by Nintendo themselves, even though it took some fan work to make playable today (due to it's history). Along that same line of thought is BS Zelda, which is sort of a remake/spin-off of the original LoZ1 (also official).
Alternatively, you might be interested in the LoZ1 second quest, which can be accessed through the regular game (I think by entering ZELDA as your name).
