If you're on Android, you can use Random Ringtones Manager to setup playlists to randomize them all. Works with any app too like Hangouts, gmail, etc. I'm the developer, so I can dump a few promo codes if anyone is interested :)

Edit 5: I should have mentioned that you can also go pro for free if you and 4 other people are using the app at the same time in the same room. On the Pro page, click "enable Nearby" and the app will look for other RRM users nearby. Once 5 people are all together, you can all 5 go pro for free.

Also you can use Random Ringtones Manager to shuffle ringtones, and It'll work with any app. /r/androidrrm has a bunch of themed playlists to go along with it

I also use GTasks which syncs up with your Google Calendar Tasks and it provides a nice home screen widget. Helps keep me on task

Sounds like Random Ringtones Manager. Just put the files in your Ringtones folder and set them as a playlist of Ringtones and it'll cycle through them as your default Ringtones. Works with other apps too

This is pretty sweet. Do you use RRM? You could pair this with a LoZ ringtone playlist. The only LoZ playlist i have is a Navi playlist, but people have mixed opinions about that character hehe

I put it into my app Random Ringtones Manager. If 5 people are Nearby eachother, it unlocks the "Pro" version of the app. The way it worked when I first implemented it, is it wasn't a 'passive' nearby experience like the 3DS street pass. You have to explicitly grant permission, and backgrounding the app shuts it off. It also drains a lot of battery since it's got the network radios, speaker, and microphone going all looking for other devices nearby at the same time.

On your first point:
Random Ringtones Manager will randomize all your ringtones for any app. There isn't a time scheduled ringtone changer yet, but there is a geofence setting. As in, when you enter your work geofence, your work's ringtone playlist will trigger, and vice-versa for your home playlist. There is also volume control with geofences but it's a part of the Pro version of the app. Aside from that though, the app is fun for switching up your ringtones, and /r/androidrrm is a sub specifically for sharing themed playlists.
If you use android you can use RRM to shuffle all of Navi's sayings. There's even a little tile in the intro section of the app to download each of her sound clips :)

Since you're on Android, try /r/androidrrm. Users make and share playlists of ringtones, typically themed after something. Then import the playlists into Random Ringtones Manager. If you have a Harry Potter playlist, you should come post it!
I wrote an Android app called Random Ringtones Manager. You build playlists of ringtones, then when you get an SMS or phone call it'll choose one and play it. I use it to theme my phone after a certain annoying blue fairy from the Legend of Zelda games
