Some mods drastically change the game, some are really Quality of Life improvements. I love my setup, and I'd recommend anyone to grab them.

If nothing else, grab: Siege Tower Fix from nexusmods.com, using Vortex makes everything super easy. Just make sure everything works with the version of the game (1.6.4) and is under the Native module in the load order.

Recommended mods:
Improved Garrisons, Supply Lines, Detailed Character Creation, Better Marriage, Garrisons Do Something, Marry Anyone, No Companion Limit, Righteous Executions, Serve as Soldier, True Arena Experience, True Noble Opinion, True Relations, V's No Player Clan Party Limit, True Prisoners (notable escapes), Train Your Troops, RTS Camera / RTS Command System, Player Execution Patch. For some equipment variety: Royal Armory Fix, swadian armoury. These will all work with 1.6.4

And of course the prerequisites: Harmony, BUTRLoader, ButterLib, Mod Configuration Menu.

They should have tutorials there that can help you install the mod.
Most mods are safe, in the sense that they won't break your PC, but depending on the author they may be out of date. Just check the comments before you download anything to see if there are any issues.

This one handles it with no performance issues. It's a bit out of your listed price range, but you may be able to get by with one that has lower specs.
Though it does heat up pretty good unless I use a cooling pad

Unfortunately no, it's defined by the mother. Here's a screenshot of my Sturgian granddaughter Siga, her father is Battanian (my son, Prince Melidir), her mother is Sturgian (Ekadrya). Her Sister, Vara is also Sturgian.
I know right, because it's actually 10. The game has been in development since Warband released in March, 2010.

Obviously a bit dated, and some stuff may have changed since then, but it should offer some insight into a few of your questions.

Back in 2017 they confirmed there were 60 people working directly on Bannerlord and 19 more working in administrative roles. They've probably grown since then. You're just pulling stuff out of your ass now.

You clearly have no education in finance whatsoever since you're not aware of the time value of money. It's a pretty basic concept; money now is more valuable than money later.
